Now Honan and Shansi are wholly outside the Japanese commercial sphere of influence. Should the Shantung Railway fall into the hands of Japan, the extensive market in question would soon be brought into the sphere of Japaness influence. Stray braid and peanuts are largely exported from Taingtau to Europe, and the principal lines of imports are cheap Japanese sundry goods. Thus Tsingtau contains larger potentialítios for Japanese trade than Dairen. The Japanese merchants now at Tsingtau, with the exception of the Mitsui, Specie Bank, Yuasa Shoten and a few others, who had offices there in the time of the German occupation, are mostly "loafer merchants" with empty hands, who have nothing to contribute to the commercial development
of the port. When facilities for com munication with Tsingtau are restored to merchants of good standing and ample a normal state, the settlement of Japanese

Dear Comrades,On the eve of a New Year, which opens upon scenes of 10ul and ruthless crimes, unparalleled even in the massacre rolls of our nation's infamous accomplices at Constantinople, we appeal to our brethren on the Contineny of Europe and in the United States of America not to hide them.elves benind the screen of neutrality. THE KAISER 8 INFAMY.
We ask you to remember that the territory of no German State has been menaced by the Allies, who are lawfully and honourably defending the plain rights of the cruelly outraged, Belgians. With the goodwill of the world every German citizen has at all times and every where been free to pursue his calling unmolested. In Japan, Russia, France, and Great Britain we have enjoyed civil rights and liberty as traders. The Empire was free in the markets of the world to develop in friendly rivalry with other States its arts, its commerce, and its manufactures. ́All our legitimate economic interests were safe-guarded and defined by treaties and conventions,
BREACH OF THE LAWS OF WAR.
The bombardment of Scarborough has had no effect upon us except to make us realice ever more clearly the nature of the foe with whom we have to deal. It has made us realise that we are lighting, not against a superman, as they would have us believe, but are fighting against a wild beast (choors)--which is all the more brutal because it has at its disposal all the resources of science and of invention. (Hear, hoar.). In the raid we have had a sample of war as carried on by our enemy. We have seen in his attack on defenceless' women and children a sample only of what is in store for us here if the shield of our Navy should fail us. It has not been a "sample in Belgium. There it has been on a scale which ought to have been impossible.
CRUELTIES DELIBERATELY PLANNED.

NOT THE LAST RÁIÐ..
The Earl of Derby said I am myself somewhat of a pessimist. I do not for one moment believe that this raid at Scarborough is the last raid that is going to be made. I believe there will be ther rade. I go further and I say now, what I have often said in times of peace, that I believe Germany will be able to land troops on these shores. (Shouts of "No!" Never")"Well," resumed his lord- ship, they will never get back. (Cheers.) But my opinion is, and I stick to it, that that is what they may do, and if so, you. will see exactly the same horrors in this country as you have seen in Belgium. It is part of a deliberate policy. I would emphasise this fact, that two years ago Prince Henry of Prussia, himself one of the heads of the German navy, visited as a guest this very place, Scarborough, and examined what its harbour was; and yet, having examined it and ascertained its defenceless state, that German navy is sent to shell it.''
