CORRESPONDENT.) PEEING, June 8th. President Yuan Shih-kai; having securi ed his complete supremacy in the Stato by the promulgation of the new Provi- sional Constitation, has lost no time in making use of his powers. The first necessity was to correct the provincial habit of disregarding the wishes of the capital and ignoring the financial needs of the Central Government. A separation of civil-and-military-affairs was imme diately desirable, and to this end Presidential Order was issued on May 23rd virtually reviving the system of pra- rincial administration existing in the time of the Manchu régime, Under the new system the Governors will administer civil affairs, with supervisory powers over finance

matters. and judicial

Now finance departments have been created under the direct control of Peking, with the object of securing a steady flow of revenue to the Central Treasury. If this is accomplished Yuan Shih-kai will have overcome one of his chief difficulties, and will smooth the way to a maintenance-of his control over the country...

The military forces will now be under the control of the Ministry of War; who wil be represented in the provinces by special Commissioners. The Governor will

not have authority over the troops,

although he will have the direction of the police and patrol forces, and should the necessity arise at any time for the em ployment of the military he must apply to the nearest officer in the vicinity for such aid.

Each province will be divided into tao, or circuits, and haion, or districts, to

simplify administration, the officers in charge of each being under the Governor
