SHACKLING THE CAPITALIST.
MR. J. J. HILL'S GRAVE CRITICISM. A
remarkable speech was recently delivered by Mr. J. J. Hill at the National Foreign Trade Convention in Washington, the main point in which was a very outspoken eriticism of the effect on British industry of our present social and fiscal policy. Mr. Hill, whose prominent position among American men of business needs no emphasizing, was addressing a warning to his own country on ite abort-sighted optimism with regard to its manufacturing position; but his illustration of the evils liable to confront the American working-man by his view of the position in Great Britain deserves careful attention among our own industrial classes. From the fuller report which hay, now reached us, it may be useful therefore to give some salient passages of his speech.
