"THE ELECTIONS:
No one is more painfully surprised at the result of the first ballot of the General Election than the French themselves. But the unexpected generally happens in this countryThe majority of people confidently looked forward to a sweeping victory from the start of MM. Briand, Barthon, and Delcamé; the downfall of the Doumerguo Ministry was accepted as a foregone conclusion, Nothing of the sort has happened. Not only has the present Premier, M. Doumergue, and his colleagues composing the Cabinet hold their own, and M. Cailloux been returned in spite of his wife's terrible deed, but, worse than all, Socialism has swept like a huge wave over the country to every- body's horror. The Republic cannot be congratulated so far on the victory it has won. Nobody can account for so surprising a result as revealed by the first ballot. Are we to conclude that after all that has taken place there exists no desire for clean Government in France! If such is the case, France's future is terribly black Of course, the nation's final verdict has yet to be made known, for though so far the beginning of the General Elections leave the political situation practically as it was, the fact that 251 second ballots have yet to be taken makes the ultimate position of parties incertain. Delight is expressed at the victory of the Three Years' Service Bill.

While the Conservatives have gained four seats they have lost none. Taking the various groups of Socialists together, they show a gain of 20 against a lose of 18. The reins of the French Government for the nest four years will be practically in the hands of MM. Clemenceau, Caillaux, and Jauros-the latter is the leader of the French Socialists. These three strong men are favourable to the Entente, but two of them, M. Caillaux and M. Jaurès, are in favour of patching up an understanding with Germany, Thoy return to power with a policy of Socialism which is indeed going to have a far-reaching effect on the destinies of France. There is no love lost between these three men and M. Poincaré; in fact M. Clemenceau is indessantly attacking openly the President of the Republic in his peper Tamme Libre (The Freeman). By 10188 reckoned that the Socialists will be in full power, according to their present rate of advance, unless the people revolt against the taxes which they impose on the middle classes or they tamper with the Army. The outlook is not at all reassuring-so- far. The first ballot passed off fairly quiet considering

The Anglo-French Entente has for object to preserve peace, and by means of co-opera tion these two great neighbouring States have largely contributed in achieving this desirable end. Not a few are of opinion that this Peace Ententa could be further and immensely strengthened if it could be joined by Germany, Frence and Germany, and Russia and Germany would not harmonize at present at least.
