Although the date of the conference

which is to be held this year for the pur pose of placing as far as possible on en international basis the rogulations con- cerning the loadlines of merchant ships and the carriage of heavy deck cargoes in winter time, has not yet been fixed, I understand that preliminary arrange ments are being made by the Board of Trade. The Departmental Committee of which Sir Philip Watts, Adviser on Neval Construction to the Admiralty, is chair- man, is now taking evidenco na to, the efect and working of the freeboard tables which were revised under the Merchant Act of 1805, and which, it is estimated, added nearly three-quarters of a million tons to the carrying capacity of British ships. Under the results of this inquiry. the attitude of our representatives at the forthcoming conference will chiefly. depend. Uniformity will, it is held, not be very difficult to arrange. As regards heavy deck loads the British law pro- hibits the arrival of vessels thus laden at ports in the United Kingdom between October and April, while of late Russia. and Spain havo passed similar regula tions. Elsewhere, however, this rule does not operate, with the result that British owners are handicapped in competition
