cases not fully appreciated. We need only ask the Germans who live abroad. They will confirm the fact to the fall. It is not only an economic and political necessity for us to bestir ourselves in the foreign service, but it is also a military necessity. A great Navy must be in constant touch with the ocean and with reen conditions, and also with foreign conditions. If in recent years we have not done this in the measure that wo could have desired, it has been due to circumstances which I need not discuss more closely. We needed a concentration in home waters corresponding to the circumstances. We must, honorer, be more active with our Navy abroad. The point is that the number of cur ships. abroad (Auslandsflotte) contemplated by the Navy Law has not yet bees reached.

Grand-Admiral von Tirpitz then said that the deficiency had been fell unples-risk eantly of late. Last year they had wanted to send the Far Eastern Squadron to the South Seas. They undo the attempt, but had to cancel it because the squadron Was wanted in China. It was not right to send ships from the Far East to Western America. On the East Coast of America the cruiser Bremen, with strong. the Hamburg-Amerika support from Line, had done a great deal and had earned the gratitude of all the Germans there, but the Bremen could not be every- In Haiti where where it was wanted. they had had to land and arm cadets and. frota Schiffsjungen, taking them away their proper duties. The Grand Admiral concluded:
Everything shows that we must have aaronger representation abroad. The aim of the next years must be, within the framework of the Navy Law, to attain as soon as possible for the foreign service what the Navy Law in itself provides All the non-Socialist parties have recognized that the carrying out of the am not in Navy Law is necessary.

ENDORSEMENT OF NAVY LEAGUE'S DEMANDS. Here Noske, the Socialist to whom Grand-Admiral von Tirpitz referred, remarked yesterday that, in view of the anual demand for more large cruisers made by Grand Admiral-von Kastor, as president of the Navy League, it was by no means improbable that there would be a new Navy Bill. As regards the Navy League agitation, Grand-Admira! von Tirpitz, replying to another Socialist speaker towards the close of the debate this evening, said that the Navy League was completely independent, but that in acting according to its avowed purposes and innermost convictions the League must be defended against unjust attacks. It is, however, reasonable to regard the Grand Admiral's speech to-day practically an endorsement of the Navy League's demands At any rate, itTHE

cannot be regarded as an endorsement of the shipbuilding plan" attached to the Nary Law of 1912, even if one assumes that the one capital ship the date, of whose construction was held
is to be laid down next year in suspense
I will be remembered that, in 1912 Grand-Admiral von Tirpitz demanded more large cruisers, but had to withdraw his demands under pressure from the Prussian Minister of War, whose claims were more urgent and the Imperin! Chancellor, The question whether addi- tional cruisers are to be provided by stretching the framework of the Navy Law or by passing a new Navy Law is of no real importance.
The general discussion of the Navy Estimates was finished this evening, and the separate votes will be taken to morrow.
WHAT IS TOBACCO↑
A fearsome list of the chemical or situenta, of tobacco is given by a writer He states: Nicotine, in Anowledge. combined with mallic, citric, and other organic acids, the chief alkaloidal constituent, but small braces of other alkaloids, namely, ricotine, nicotelline, pyrrolidine, and methyl-pyrrolidine have also been detected Cellulose and calcium pectate, which serve to giro stability to most plant structures, are, of course, to be found in tobacco, as are also album inoids, resins, chlorophyll, philobophane and other complex organic bodies In. addition, calcium potassium and magne sium also occur as well as traces of the salts of other metals and a variety of olher acids, eccharine matters, and starch. Who would have thought it?
