It is not only an economic and political necessity for us to bestir ourselves in the foreign service, but it is also a military necessity. A great Navy must be in constant touch with the ocean and with reen conditions, and also with foreign conditions. If in recent years we have not done this in the measure that wo could have desired, it has been due to circumstances which I need not discuss more closely. We needed a concentration in home waters corresponding to the circumstances. We must, honorer, be more active with our Navy abroad. The point is that the number of cur ships. abroad (Auslandsflotte) contemplated by the Navy Law has not yet bees reached.

ENDORSEMENT OF NAVY LEAGUE'S DEMANDS. Here Noske, the Socialist to whom Grand-Admiral von Tirpitz referred, remarked yesterday that, in view of the anual demand for more large cruisers made by Grand Admiral-von Kastor, as president of the Navy League, it was by no means improbable that there would be a new Navy Bill. As regards the Navy League agitation, Grand-Admira! von Tirpitz, replying to another Socialist speaker towards the close of the debate this evening, said that the Navy League was completely independent, but that in acting according to its avowed purposes and innermost convictions the League must be defended against unjust attacks. It is, however, reasonable to regard the Grand Admiral's speech to-day practically an endorsement of the Navy League's demands At any rate, itTHE
