HONGKONG, MARCH 6TH, 1914.
NAVAL Bffairs in almost any part of the world always possess a peculiar interest of their own in view of the necessity of maintaining unimpaired Great Britain's supremacy in this respect, but China has as yet Ecarcely succeeded in arrasting attention by her activity in this connection. She possesses, it is true, a Navy Board which from time to time gīves some reminder of its existence, and during the last year or so its activities have attracted a desultory interest. One of its early acts was an investigation of the condition of the fleet, with the discouraging result that China was found to have no more than five effective unite on which she could rely in time of war; later came the news of the Naval mission" of Captain CHRISTIAN and other British officers; and on February 1st of
if they were to be lastingly effective, fully all the time of all the fleet China occupy is likely to possess for some years, a would also provide an excellent training ground for the officers and crews, as well as keeping the fleet in constant efficiency. The modification made by the Republican
Government in the contract with the Bethlehem Steel Corporation-that, instead of battleships, China should purchase boats of a lesser rating-would indicate that this is the present intention of the Navy Board, and if it is carried out effectively money to. spent in providing the nucleus of a mary would be quite as much A productive investment as if the funds were sunk in the construction of a railway that could never be useful for other than military purposes, to, say, Kansu or Ili, The Colony Ins had so much experience of the depredations of the pirates in the Canton delta, that there is no need to elaborate this point, for is the Canton delto the only region in which this plagus is rampant the pirates of the Chekiang coast, for instance, Are notorious. But if China's naval force most for the present le content to perfort nothing more dramatic than police work, it is certain that her ambitions will not be fulfilled until she has a fleet sufficient to give weight to her words in the councils of the nations whatever fleet she could build would be an ineffective guarantee against invasion, with Korea and South Manchuria in Japan's hands and Mongolia little more than an appanage of Russia However much pacificists may deplore the fact, the importance of a nation in the present-day world is rated in proportion to its naval and military armaments, and this nonsideration, it is to be anticipated, will Chinn on to build up, as soon as
Spur funde permit, a navy for which she can never have any actual use.
