THE MONEY MARKET.
As a meeting of the board of directers. of the Reichsbank last week the President was again able to report favourably on the course of business during the past fortnight and to recommend a reduction of the official barik rate from si per cent. to 5 per cent, a very uncommon mousure at the end of the year, it being in fact the first time since 1870. An increased demand for money during the next few weeks was to be expected as usual, he said, but this the bank could easily meet, Private rates wero 1 per cent, below the official ones and greater gaso in the money antirkets was apparent everywhere, parti cularly in South Germany, where a marked decrease in trade generally and in transactions in stocks and other securi- ties had already set in more than a month ago. Fresh issues of loans, etc., were not to be looked for before the new year, and although the stringeney in the foreign money markets had but slightly abated, the rates of exchange in Londen, Paris and Now York were such as to render a withdrawal of gold from Germany highly improbable; besides, the Bank had made fample provision for an unforeseen demand of that kind. It was not with a view to encourage speculative activity but from a wish to afford relief to legitimate trade that he proposed to reduce the rate of discount. This having been agreed to, the official rstes now stand at 5 per cent. in Berlin, 5 per cent. in Londen, 4 per cent, in Paris and öð per cent, in Vienna,
So far the effect on the stock markets has been barely noticeable. Greater firm- bess prevails in some quarters, but pro- fessional operators: continue to proceed with caution, whilst the investing public still keeps aloof, the reports from foreign markots and the political events in México, occurrences nearer home such as a few more or less important failures and the steadily vanishing belief in the renewal of the shipping pool after January 31st, owing to the barely con cealed preparations for a raté war hy the great steamship companies, tend to keep up a certain feeling of uneasiness. Shipping shares have been neglected and those of the Hamburg America Line and of the Norddeutsche Lloyd, the two com panies chiefly concerned, have given way several points, although they have since recovered slightly. It looks as if the year were to close dull and lifeless in all branches of trade, which may be partly due to the fact of the holidays falling in the middle of the week. Whether the pessimistic views generally expressed, however, are altogether justiäed, may well be doubted. After the high tide of activity in the first six months of the year a pause was due and it one as an

per cent. in the previous year and 80 per cent in 1910, from which it may be inferred that fast year has been a more prosperous one in the machine building industries than the two preceding ones and that the various companies have had an opportunity of adding to their reserves and thereby strengthening their financial position.
UNION OF COTTON SPINNERS,
A union of the several cotton spinning associations of Germany representing | about 10 million spindles, or nearly the whole of them, was formed at a recent meeting of their representatives at Frank- fort o/M. The South German Associa tion has taken charge of the managenent and working committee has been appointed, for whose guidance a set of rules have been drafted. The object of the union is the better safeguarding of the interests of the trade, and the first probably be tas import duties on cotton yarns with an eye to the approaching revision of the German customs tariff and the negotiations for the renewal of exist ing commercial treaties.
