Commenting upon the decision of the Chinese Government to establish a naval college at Nimrod Sound, Shanghai, and to form a naval base there, Engineering says:-There are already naval colleges of a kind at Tientsin, Nanking, and TEAN, British str., 31, J. Capt, Lang promptly resigned his con mission in the Chinese Navy, which was allowed to drift into inefficient ways, with the result that four years later, in Fain the battle off the Yalu River, the northern fleet entirely disappeared, some of the vostels being sunk, and the others captured by the Japanese. A great deal bas happened since that time, and it is to be hoped that the Chinese authorities, bave become wiser.
