quite unfounded. Count Hayashi's own suggestion concerning means of bringing pressure to bear on England and publication are much more damaging, but

as the reminiscences are those of a somewhat embittered man who judged his own Government harshly, the probability is that Princa Ito's mission was of a serious character. The publication of the reminiscences is regarded as very unfortunate, and the anxiety of the Japanese Goverumont to suppress them is entirely comprehensible.

Russian diplomacy evidently considers that there was nothing inherently dis bonourable or deserving of Count Hayashi's epithets in the Japanese attempt to conclude an agreement with Russia about Korea when negotiations for an Anglo-Japanese Alliance had nlready begun; but Count Hayashi's personal disclaimers to Lord Lansdowne donying the existence of any intention, and the remarkable statements about Ito's mission and the dangers of the English climate for that much-travelled statesman, may obviously be judged differently.
