A HARINE INSURANCE QUESTION. In one of my letters some time ago I montioned the doubt and consequent uneasiness prevailing în commercial circles on the Continent as to the hability of British underwriters in time of war on marine insuranes policies held by subjects of the enemy's country, it being generally believed that they were debarred by law from entertaining any claims for losses even should they have been incurred Sir before the outbreak of hostilities.
