During to year the Philippines Drug Co., Incorporated, paid off their mort- gage, and the amount now standing in this account is represented by loss in Exchange and is being written off as above.
- A further extraordinary loza wa occasioned during the year by Chinese soldiers looting the Chinwanfu branch. This 1686 was small and has been treated as a loss in trading by the native branch concerned. No compensation so far has been awarded to the Company for the heavier losses at Hankow and Ching Kong referred to in last year's balance sheet; the British Minister stated that if other Ministers claimed on behalf of their nationals, he would do so; but until they did he did not feel disposed to press the matter

AUSTRIAN ARMAMENT LOANS TO CHINA.
AN EXTRAORDINARY DARGAIN.
The Poking correspondent of the .-C. Daily News furnishes some interesting particulars of the loan contracts made on behalf of Austrian bankers to the Chinese Government shortly before the Quintuple Loan contract was signed. They provide, be writes, for loana of £2,000,000 and £1,200,000 in consideration of the purchase, respectively, of twelve torpedo boats from the Stabilimento Tecnico, Trieste, and six torpedo beat destroyers from the Vulcan Shipbuilding Works, Stettin. In these greements the specifications of the vessels aro set forth, and the nature of the. armaments. The torpedo boats are to cost £60,150 apiece and the destroyers delivered, respectively, at
£145,057,
Trieste and Swineundo.

Truly an astonishing arrangement. In order to obtain £1,413,000 of ready money the Government makes itself liable for £3,200,000, repayable almost in the immediate fature. It obtains in addition. eighteen war vessels which, in present circumstances, or in any circumstances likely to arise in the next decade, will not only be totally useless but will prove a positive burden in the matter of upkeep. THE ROAD TO RUIN.
The reason for concluding such im provident transactions is clear enough, and instructive of the situation of the Government. Apparently it has no money at all to play with and the Quintuple Loza, the proceeds of which will be strictly controlled, provides nothing for what may be termed con- fidential necessities. A political crisis, such as the country is now involved in, cannot be weathered without money, and the Government is prepared to mortgage the future in the most reckless manner in order to obtain it.
Thus have walked Egypt, Turkey and Persia before Their finances came under foreign control, and in the same way China will go unless the protective policy of the Powers is rendered more effective. In a country constitutionally governed, Parliament would be a check on desperate finance of this kind, but in China the party which stands for representative institutions is so badly lad, and bas played its cards so badly, that Parliament is powerless to interfore.
