JAPANESE FINANCE.
DEET REDEMPTION.
THE. HONGKONG DAILY PRESS, SATURDAY, MAY SID, 1913.
For some time past almost every com- ment concerning Japan, the stability, of her finance, and her future, has been an. occasion for pessimistic criticism and gloomy forebodings. Tho letermination displayed by all parties to continue the redemption of the National Debt seems not to be sufficiently appreciated. Who- ther the Premier be Prince Katsura or Admiral Yamamoto the Government is bent on reducing debt.
The redemption of debt during the current financial year will botal Yen 62,000,000 (£6,329,000), but the bare state- ment of this fact fails to demonstrate the strenuous and successful efforts of the The amount is Japanese Government. equivalent to about 21 per cent of the outstanding debt, or to about 10 per cent. of the year's revenue. On like basis, a corresponding reduction of the debt of the United Kingdom would amount to about £20,000,000; while if the national wealth be brought into comparison, the £8,000,000 of Japan may be said to represent as much effort and self-denial as a reduction of £50,000,000 would require from the people of the United Kingdom,
While the wars with China and Russia added much to the territory and prestige of Japan, they imposed heavy responsibilities: upon the nation. The project for redeem- ing all war loans, about £170,000,000, within the comparatively short period of 30 years adds greatly to the burdon thrown upon the present generation. An example of its ill effects is evident in the curtailment of improvement and extension

as railways and telephones, and the statesmen of Japan might well be advised. to reconsider the scheme, and to extend to a reasonable degree the period for com pleto redemption, with a corresponding reduction of the annual appropriation The bondholders might be compensated for such a modification if all future redemptions were made by drawings at par, instead of, as at present partly by purchases in the open market. In this way overy holder of Japanese Govern-. ment bends would have an equal chance of receiving the full face value much earlier than the date of maturity.
LARGEST SAVING OF INTEREST.
What better evidence could be found of growing prosperity and of development internal trado? Many authorities still incline to the belief that the railways would have progressed even more rapidly under private ownership. Certain it is that the problem of procuring additional for tould not have been so difficult for private companies as for a Govern ment hampered by a regard for the rate

There does not appear to be any substantial reason for the pessimistio rumours lately so prevalent, nor for the consequent depreciation in Japan Govern- ment securities. Such depreciation is a matter of concern to the people of "this country, not only on account of the large sums invested, but because it is important that as our ally Japan should be strong financially, as well as in regard to her of interest and bound by their own Army and Navy.
