The Peking Daily News sags that this would place China in the anomalous position of enforcing opium suppression laws while interested in finding a sale for large stocks of Indian opium. TAE VIRTUES OF THE LATE DOWAGER EMPRESS. The Peking Jih-pao refers to the late Dowager-Empress as the wife of Kuang-

su, an Emperor who failed to carry out his excellent projects for reform owing to the strong opposition he encountered and died of disappointment prior to the Dowager-Empress. His memory, enys the Jih-pao, is still dear to the people of China, The late Empress was never Rogent and, therefors, had no hand in the corruptions and bad government which brought about the downfall of the Ching Dynasty. The virtue of the Dowager Empress in consummating the Chinese Republic constitutes nover-to-be forgotten merit and her reputation will be handed down to posterity with grati- tude. She has now passed to the Regions of Glory, but we cannot help giving **- tho pression to our sorrow for not having privilege of showing our appreciation by according her honourable treatment. The Jih-pas continues, "Both the late Era peror and Empress were of unpolluted character. The great reform movement and the Abdication, Edict will be great memories in the minds of the peop They will be great monuments of virtues until the end of ages. We should like to point out that our culogy differe from eulogies written of emperors while dynasties existed. The Ching Dynasty Emperor has gone for ever, but as the late and Empress were in nowise responsible for the events which led to the downfall of the Manchus their forefathers long passed away will sympathise with them. hope the Princes will forsake all pre judices and, being edified by the virtues of their late Majesties, will help to con- solidate the five races. Thus the spirits of these virtuous ones will be comforted

INTERESTING, BITUATION IN KIANGSI. A little more light is at lengths being thrown upon the real cause of the trouble between Li Tutuh at Nanchang and the Central Government, The whole truth may not yet, however, have been revealed. It seems that Li Tutub has long since recognised Wong Shui-kaj as an able and experienced official, for he had held the offices of Taotsi at Kiukiang and Provin- eibl Judge at Nanchang; besides, Li Tutuh has been the recipient of many favours shown him by Wong.

In consequence of this Li Tutuh tried repeatedly to secure the services of Wong at Nanchang, It is claimed that he sent no less than eight messages by telegraph, asking Wong to come and assist him in the alfairs of Government. When, how- ever, Wong Shui-Eai came to Nanchang it was not at Li Tutuh's request, but by a peremptory order from the Central

Government.

Upon arrival he announced himself, not as Li Tatah's assistant, but as Civil Governor of Kiangsi, which meant the divesting of Li Tutuh of alt civil authority in the Province. This put Li Tutuh on This mettle and he said to his former friend, "Eight times I have asked you to come and assist me, and eight times you refused my offer. Now you are refused."

Li Tutuh then began to strengthen his position against the would-be Civil Governor and ordered 7,000 rifles and anmunition. When these were confiscated at Klukiang, he hastily sent soldiers to various localities near by. These rifles are still the bone of contention. During the first week of February four men passed through Kiukiang en route for Nanchang to consult with Li Tutuh. Two of these men were sent by the Central Government and the other two by General Li Yuan-hung- They have not yet re turned, and the result of their mission is unknown.

'In answer to your telegram, we recognise that failure to suppress opium cultivation would disgrace China and seriously affect her foreign relations, in: addition to terribly harming the people, The matter of suppression in Haingawa is difficult, as the rebels are strong, but! General Sun is doing his best. Already several thousands of acres of poppy hav bom ronted up and the remaining areas are steadily being rooted up, while num- bors of rebels have been killed or captured. In many villages the people, recognising the Government's determina- tion, are now rooting up the poppy themselves.

The troops will continue, without, relaxation, the work of destroy- ing the poppy, which is daily becoming easier owing to the dispersing or death of the rebels-(Signed) Su Turu.

NATIONAL OPIUM CONFERENCE.

A National Opium Conference will be held in Péking, under the direction of the International Reform Bureau, from March 4th to March 8th, its objects being to study fully the present situation throughoat China, to scoure facta regard- ing opium smoking and cultivation and the formulation of plans for united The action against the opium traffic.. Governors of the provinces have appoint- ed representatives to attend the Con- ference, the programme of which is as follows:

(1)-The reading of various reports and deliberations regarding cultivation and destruction of poppy, selling, smuggling and smoking of opium, opium refuges, laws, societies, medicines, concessions, and importation of opium and, also, agricul ture suitable for replacing poppy and public feeling towards the traffic.

(2)-Discussion of plans for united action against the traffic in all provinces. (3)-The submission of united requests to the National Council of formulated definite laws for military suppression of opium cultivation.

(4) The entire federation of Provin- cial anti-epium bureaux.

(b)-Recommendations concerning po lice regulations.

(6)-Recommendations to the Govern- ment and the people to increase public burnings of opium.

(7)-Discussion of the question of the present stocks of opium.

(8)-Discussion with regard to declar- ing provinces free from opium.

(9)-To study opinions expressed in the British House of Commons.

(10)-Co-operation with British anti- opiam Societies.

(11)-To discuss the question of request- ing the British and Chinese Governments to arrange for the complete prohibition of the opium tradis in China.
