SEAMEN IN BRITISH VESSELS.
A Parliamentary paper [Cd.6442] gives | the figures of the fifth quinquennial census, taken on April 3rd, 1913, of sea- men employed in ships registered in the British Isles.
There were 208,214 seamen in trading. vessels, and 25,054 in fishing vessels. During the 20 years from 1891 to 1911 the number of Lascars increased by 21,583 and foreign seamen by 4,845. In the same period British seamen are shown to have increased by 9,013, and this increase would have appeared larger but for the elimination in 1911 of certain coast- ing vessels employed in estuaries. The figures published annually have shown that the number of British seamen, after declining for several years, began to rise in the year 1902, and have continued to rise ever since. As compared with 1906, the seamen born in the British Islands are more numerous by 4,210. But the
increase has not been equally distributed.
The figures relating to British seamen in trading (as distinct from fishing) vessels, show that there has been a decrease in the sailors in the deck de partment, and that the increase has been limited to the engineers' and stewards' departments. As regards British "sailors" (that is, able seamen, sailors undefined, and ordinary seamen) there has in five years been & decrease of 270, or 1 per cent. The total demand for sailors, however, is shown to have been reduced by 4,364, Nearly all this re- duction therefore fell upon the foreign scamen employed;
This demand for sailors has been chiefly affected by the reduction in the number of foreign-going sailing vessels, the 2,021 vessels in 1801 having fallen to 247 in 1911. In 1891 there were 18,660 sailors enumerated as employed in that class of vessel, in 1906 there were 7,253, and in 1911 only 2,701. But it is satis factory to note that, including those employed. on steam vessels, there is

slight increase in the supply of young British sailors, and that apprentices, from whom the officer class is recruited, continue to be taken in greater numbers upun steam vessels.

The ployed-6,177 fewer than in 1908, figures show that in the home and coast. ing trades the percentage of foreigners has fallen from 5.9 in 1908 to 5.3 in 1911, and the percentage of foreigners in the foreign trade from 26.1 in 1008 to 20.3 in 1911. One of the causes of the decrease in the percentage of foreign seamen is undoubtedly the reduction in the number of foreign-going sailing vessels, as those Vessels usually contained the largest per- centage of foreign seamen, Foreign Bea men are now found in the largest pro- portion among the fireinen. Only 18.4 4 per cent. of the foreigners were able: soamen; while in 1906 the percentage was
