INTERESTING QUESTIONS IN THE HOUSE OF COMMONS.

Mr. Watt asked what were the condi- tions which were stipulated to the Re- public of China by the Powers before the loan which she desired would be per- mitted.

Mr. Wedgwood Bonn said: -His Majesty's Government would have no objection to the publication of the con- ditions necessary to obtain the assent of the other parties to the agreement. Mr. Ginnell on the 15th ult, asked the Secretary for Foreign Affairs if he would state any reason, from the point of view of British trade, for forcing Chine to give a £80,000,000 monopoly in whose control British banking played at most only a sixth part; in which any privi- leges or appointments would be in liko proportion through which Japan and Russia by their methods and constant presence would inevitably accomplish their designs upon China; and whereby British privilege would disappear from the whole of China as it had already dis appeared from the Yangtsze Valley.

Sir Edward Grey I do not quite understand the drift of the hon. member's The use of foreign employees question. has not been advocated to guarantee China's good faith, but in the Maritime Customs it has resulted in great efficiency in the service, and China and everybody concerned have no doubt benefited greatly thereby.

Mr. Ginnell: Since the willingness of British financiera, if allowed, to lend money to Ching on terms satisfactory to both sides shows the so-called foreign control, on which the Six-Power group alone insists, to be unnecessary for Bri- tish interest, will the right hon. gentle man say in what interest the British Foreign Office supports that requirement of the non-British members of the Six- Power group to which China objects?

Sir Edward Grey: As I stated in reply to a question put by the hon. member on June 13th last, there is no intention of forcing China to borrow more than she wants or to borrow at all if she does not

want to do so.

Bir E. Grey: For the reasons stated in reply to the hon, member for Glasgow on 14th inst., His Majesty's Government are not at present in a position to disclose details of the conditions put forward by the Six-Powers Group.

Bir E. Grey: I can only refer to the i answers I have previously given as to the reason why support was given to the Bix-Pawers Group. The reason why no loan was concluded was that they did not come to an agreement with the Chinese Government with regard to certain con- ditions.

Bir E. Grey: It was stated, I think, in a reply given on the 4th. If that reply does not cover the point, and the hon. member will put down a question, I will give what further information I can.
