The following is taken from the Peking Daily News:-
Probably there are no two foreign authorities more
to write competent about China than Mr. Odagiri, the Japanese representative in the Sextuple Bank Group, and Mr. Midzuno, the accomplished Councillor of Embassy of the Japanese Legation in Peking. For many years Mr. Odagiri was Consul General in Shanghai, and he has made an intimate study of conditione in China. He is a fine Chinese scholar and may be regarded as perhaps the greatest living

As Boxer indemnity is secured not only on the Salt Gabelle, but also on the of Maritime and Native Customs, Tls. 20,000,000 of salt-rovenue set aside therefor may be very much more than enough to cover the said obligation And the same may be said about other

"What the maximum figure of China's further loan that ean he secured on this margin of Salt Gahelle income will be, then, is still an open question; that must be answered by taking into full con- sideration the political and financial con- dition of China and the terms of redemp tion and prevailing rate of interest and

The conclusion therefore come to by these experts, one of whom is a leading Singapore on the 29th October, for this Merlin, surveying ship, 1,070, tons, & guns, 1,400 . I member of the Sextuple Group, is that the unhypothecated balance of the Salt Gabelle, even without its being re- organised, is sufficient to meet all the requirements of the service of a loan of £20,000,000 sterling. How then can it be insufficient-to-meet the requirements-of a loan of £10,000,000-sterling? Mr. Odagiri himself Ands the answer.
The str. Seang Choon left Rangoon on Odagiri, the salt expert, finds that the the 31st October for Hongkong vis security is sufficient for a loan of
Penang and Singapore, and is expected £26,000,000! Mr. Odagiri, the repreto arrive hore.on the 11th November sentative of the Sextuple Group, finds that the security is insuficient for a loan of £30,000,000
