Probably there are no two foreign authorities more
to write competent about China than Mr. Odagiri, the Japanese representative in the Sextuple Bank Group, and Mr. Midzuno, the accomplished Councillor of Embassy of the Japanese Legation in Peking. In the report to which we refer,. Messrs. Odagiri and Midzuno demonstrate, Sec- tion I, that the revchuc of the Salt Gabelle is Taels 47,575,483; that the expenditure for administration is Taels 7,500,897, icaving a net income of Taels 40,074,589. In Section V. they show that the revenue of the Salt Gabelle mortgagéd for foreign loans is Taels 27,840,000, including Tls. 1,000,000 allowed for small provincial loans, whose existence uncertain. The conclusion therefore come to by these experts, one of whom is a leading Singapore on the 29th October, for this Merlin, surveying ship, 1,070, tons, & guns, 1,400 . I member of the Sextuple Group, is that the unhypothecated balance of the Salt Gabelle, even without its being re- organised, is sufficient to meet all the requirements of the service of a loan of £20,000,000 sterling. How then can it be insufficient-to-meet the requirements-of a loan of £10,000,000-sterling? Mr. Odagiri himself Ands the answer.
The str. Seang Choon left Rangoon on Odagiri, the salt expert, finds that the the 31st October for Hongkong vis security is sufficient for a loan of
Penang and Singapore, and is expected £26,000,000! Mr. Odagiri, the repreto arrive hore.on the 11th November sentative of the Sextuple Group, finds that the security is insuficient for a loan of £30,000,000
