whole centuries which are blotted out in absolute darkness in the history of India. Who can now pierce the dark cloud which- settled over Britain for two centuries after the withdrawal of the Romans? These gront grim citice of ours, these railways which interlace the land, these mighty ships which traverse overy sea, seem to suggest an order of things as eternal as Time itself. So may some dweller amid the Titanic masonry of Karnak have thought, as from the walls of his city be watched the morning rays of the sun touch the summit of the gilded obelisk, çalling the people to prayer and praise.

Civilisation rises and wanes. Its alter- nations are as sure, though not as regular, as the recurrence of winter and summer. The ultimate solvent has been sometimes war and sometimes change of climate, occasionally a combination of both. A new civilisations bloom amid the ashes war, so in war the worn-out civilisations have been most often destroyed. The periods of highest civilisation have never been the sole product of one particular

Change of environment does not, moreover, deces- sarily arrest a process of decline which the majority of the human race must share. Even the half-awakened negro race, which stagnated so long beyond the deserts of | North Africa, will this time feel the shock. The barometer of social conditions in | Europe is, and always has been, and always must be, Asia. The earliest civilisations we can trace arose in Asia" first, and there they first períabed. Even the most venerable civilisations of Egypt were derived from Asia. The beginning of the last decadence of Asia corresponded with that great outpouring of the white races into other continents which, despite its magnificent results, must ultimately weaken Europe and produce entastrophe. Whether Asia is at present in the throes of a renaissance, who shall say? The mailed strength of Japan is illusory. the same economic problems as are con Internally, she will have to face precisely
