to us:-

In Northern Anhwei the situation, while extremely serious, does not appear so acute, Widespread looting still continues throughout the region North of the Hwai. The Chinese gentry reckon that over a million persons are in urgent need of help in this region, but three or four hundred thousand is probably more nearly accurate. CONDITIONS IN THE YANGTSE VALLEY

The suffering along the Yangtse near Wuhu and at Hankow, is not as great as was feared. At Hankow when, some time ago, a test work was started by offering work at somewhat less than the regalar rate for coolie hire, it was not taken ad- vantage of by any large number of up- plicante.

At Wuhu there has at no time during the past months been the acute distross which prevails in the famine area in North The real Kiangsu and North Anhwei. cance of solicitude along the Yangtee is that in last year's floods serious breaks were made in the dykes along both sides of the river over a length of about sixty miles. Unless these breaks can be rebuilt and the dykes strengthened before the summer floode, this year's rice crop, which is valued at over twenty million toela, will be lost. There are thousands of people in need of work, but it is believed that there has been in this region no large loss of life from starvation.

There are other smaller sections where the need is acute, such as a portion of North Chekiang, not far from Ningpo; some magistracies in Kiangsu lying be tween the Shanghai Nanking railroad and the Yangtse; the south-western corner of Shantung; and some places along the Han River in Hupeh. The need is far greater than either the Famine Committee or the Government can meet, and unless large, funds are immediately forthcoming, some hundreds of thousands of people are doom- ed to a lingering death during the next few weeks.

RECEIPTS AND APPROPRIATIONS OF THE COMMITTEE FOR RELIEF. The Committee has thus far received

from all sources: Taels 301,496.68; and $93,621.78.

·COMMITTEE DECIDES TO TAKE RISKS,

The active work of relief has now been going on for a month. Work would have begun on a small scale somewhat earlier, for there was already much real-distress in December and January. But the Com- mittee realized that it would be difficult to obtain sufficient money to meet the acute needs of March, April and May, and the country was until recently in such a disturbed condition that relief was out of the question. As it ie, relief work has been begun before quiet was restored, and before it was possible to obtain adequate police protection. The Committee decid- ed that in view of the great distress it must In one instance grain take some riska.

WORK AT WUMU.

At Wahu several thousand men are at work on a dyke on the right bank of the river extending north from Wuhu. Various delays in beginning work have taken place, the most serious being due to the failure of the gentry to raise the sum of twenty thousand dollars which they had pledged for this particular work. city has suffered very greatly from the demand of the troops there, and the Com mittee, therefore, decided not to wait any longer for the fulfilment of this promise. Work is also being begun on the left bank, whero one of the worst breaks is now being repaired. Five thousand men are being enrolled. for this work.

12,000 Work is being carried on in six magis- tracies in North Kiangsu, six in North Anhwei and one in the region of Wuhu.

In addition to the above, work is being carried on on a smaller scale in Cheh- kiang, Shantung and Hupeh. In Han- kow 1,800 women have been provided with work for some time past. As the present price for coolie labour is above market rate there was little or no response to the Local Committee's endeavours to provide work for those in need.

Further enrollments are being pushed.

VOLUNTEER SUPERVISION, Somo forty missionaries are giving their entire time to the work of famine relief. Their work consists in the enrolling of men, selection of the work to be done, in co-operation with the local gentry, the arranging for the transportation, the weighing of the grain, and the paying of

the workmen.

boats of the committee, which were being AB SUPPLIED TO THE HOUSE OF escorted by a foreigner, were fired upon and one of the boatmen was killed. Only last week it seemed as if one of the relief stations in North Anhwei would surely be attacked by robbers, who were sacking -and-burning villages only a few miles away. The station was at the time with- out any guard of soldiers, all efforts of the Committee to obtain satisfactory military protection having failed. A small band of soldiers did, however, arrive just in time to save the place, and the robbers decided not to attack the station.
