JAPAN AND AMERICA.

WASHINGTON, February 17. As previously reported, the Immigra tion Committee in the U. S. Senate somer time ago revised the Immigration Bill in- troduced by Mr.-Chillingham, in considera- tion of the control exercised by Japan over immigrants to America. Even the revised measure, however, will unfavour- =) ably affect Japanese residents in the States in the event of the Japanese Gor ernment failing to observe the agreementi now existing between the two countries This relative to the passport question. has been quickly recognised by influential members of the Committee, who declare that half the Committee hold the same view, and are of opinion that the State Department will agree with all its opinion.

THE CALAMITY OF FEBRUARY

20TH.

The following amusing letter appeared last month in the London Daily Mail:-

In the hope that they may stimulate people to think, I submit a few reflections and calculations I have made on the sub- ject of the approaching calamity of Feb- ruary 20th. I am not habitually a pessi- mist, but 365 days in the year are as many as my constitution can stand, and the thought of another day passes the limits of human endurance.

The dreary year is too long ordinarily, but by generations of suffering we have December 31 finds us exhausted as those trained ourselves up just t ulast it out. who manage to finish in a Marathon race. When the 22nd of next December arrives for that is what we really have to look forward to we shall have no strength for the struggle.

What, when we come then to look back. upon the rear, shall we have to realise as the meaning of the extra day we have uni dergone? Some 3,000 wretched children above the average number will have been: born on February 29th and will hold enough to wish that they never had been.. For the elders there will have been another day in which to work with nothing to get, another day of misery and regret,
