"The executive power in Ireland is to continue vester in the King and the Lord-Limitenaut.to-day in se follows f
"The Lord-Linutenant, as representing the Кірк is to base the right to reto any Bill I is believed that this provision will quioten the faars of those who believe it the Irish Legislature will pass laws inimical to the Protestant minorify. It may be pointed out that this safeguard is purely illusory, for. If the Irish Logislature passes a Bill which is vetoed by the Lord-Lioutoannt, thou the Government will resign, and it will be impossible to replace it, for the Nationalists will be in a permanent
majority,
The great difficulty which has arisen is with regard to the position of Irish members in the Imperial Parliament, One sortion of the Cabinet is in favour of exelading the Irish members altogether, while the other wishes to follow the lines of the Bill of 1893, and retain the Irish members for special purposes.
A regular battle royal has raged round this question, and a member of the Govern ment recently confided to a friend that it was the only ona on which there was no prospect of an agreement. If the Irish members are excluded it will mean completa enparation, which is the very thing most of the Irish members wazit.
