OF THE FAR EAST... Do. CHILDREN OF FAR CATHAY: a Social and Political Novel, by C, J. Haloombe

WOMEN AND INSURANCE.

MR. LLOYD GEORGE AND CRITICISMS,

Mr. Lloyd George rsoulvod ni the Trossury a deputation chiefly composed of women, who put before him their views on the Insurance Bilf a it will affect wonen,

The societies represented were the Women's Trade Union League, the Anti-Sweating League, the National Federation of Women Workers, the Women's Labour League, the Women's Co-operative Guild, the National Association of Midrive, and the Women's Industrial Council.

Mire Mary R. Macarthur, of the National Federation of Women Workers, esid most of the women in her Federation were employed at a swented wage, and their wages were so low that they could not afford to pay a compulsory promiam. She thought the employer who paid the sweated wage should pay the weekly pra mium. The lower the wage, the more vulpable

the WES penny.

Among the points pat by Miss Macarthur was one that no insurance premium shall be deducted from the wages of aweated workers where those wages are below the merest sub- sistence level, but that the whole premium, apart from the State contribution, should be paid by the employer.

Mins Macarthur also contended that as the women workers would contribute to insurance

between the ages of fourteen and twenty-three, and then leare work, perhaps, to get married, the Bill operated rather unfairly on woman com- pared with men.

"WITHOUT INQUIRY.”

Mr. Lloyd George said he complained of a statement of that Rort. It was made withcat the slightest inquiry, The Treasury had made inquiry among the most competent men, and they found that the liability under the Bill was

beavier than the contributions of the women.

Miss Macarthur-Our point is this, What is the proportion of widows earning their living?

Miss Macarther. It is a small one compar- atively.

Miss Macarthur-Our point is this- that the women are insured during the healthiest part of their liveR..

MARRIAGE DOWRY.

Miss Macarthur proceeded to say that the women did not consider they were saBoiently compensated for the marriage dowry,

Mr. Lloyd George Baid he would rather pay the dowry than pay what was due un der the Bill. He would be better off then under the Bill I would respectfully entreat yon," he added, "before you take that advice to take the opinion of a skilled actusry as to which of the propositions would be batten dom tho

Miss Macarthur said that she should prefer that the State should pay. If they were to ohose between the maternity benellt and the sickness benefit, they would prefer the sickness benefit. In conclusion, she said the union asked that employers sick clubs should be excluded from the insurance schomo as she feared the employers would see them as a menu of pre-Taka, torpedo bost destroyer, 305 tons, i.h.p. venting women being organised by trade unions. Owing to lask of time, the Chamellor was

Small Edition 6,00 the first time, and they had made a favourable first impression upon his mind. He would like to consider them very carefully before giving a final answer, and he would consider them with sincere desire to find a way to meet them. The difficulty was a difficulty of cash. He had got his cash limitation. The Slate was fuding for this sickness alone twice as much as Gar- many was finding for old-age pensions and sickness and invalidity.
