THE NATIONS NAVIES.
COMPARATIVE STRENGTH.
The Parliamentary Paper usually known as the Dilke Return, but on this ocasion oiled for by Mr. W.H. Dickinson, the Liberal mem- ber for St. Panoras, was issued last month.
This document is somewhat more balky than- Dual, owing to the gireumatanos that with the feels of Great Britain, France, Russia, Germany, Italy, the United States of Americs, and Japan, that of Austria-Hungary is now again included. That it was desirable to rostore to the list the foot of the Dual Monarchy was suggested in The Times од April 30 last year. In other respects the betar, which is prepared at the Admiralty, is made in its castomary form, and hows all the battleships and armoured cruisera of each navy which were not over 20 years of age on March 31, 1911, and, in the case of other classes of ships, those which still ratsin their arommente, and are not for sale,
It is unlikely that this Roturn, any more than its predecessors, will be found entirely satisfying by the who go to it for information. It may be said of it that it still lacks uniformity of treatment of the various Powers, For anthorized but not yet laid example, ships ant the dowa are included for Austria-Hungary and
of! United States, bat omitted in the caso the other navies. Accurding to the Naval Anual just pat
ablished, the construction of two toore baileslie of the Jean Bart typo was sanctioned in France and the money voted for beginning thom before the end of March. Ia Germany. the Navy Law authorises the construction of to three buttleships and an armoured cruiser he began this year. for all of which the materials are likely to have been ordered quito aa narly as thego for the two Austrian serbis which are included in the list. Prolably the are excluded, as the money for our ships for this year has not yet bos roted, but the second pair of Austrian vessels are for all practical purposes In their 1911 programme and should be su conutad. It would make the Return wors com- plete if all the ships the building of which is known to be authorized were found is it, with a no e indicating the programme to which they belong. The Ratura, similar oue isspel by the United States authorities, does not pro. tend to give information received confidentially from the agents of the Admiralty, but only that which has been made public alreally and may be known to any one whose business it is to keep abreast of naval movements,

Dreadsought types are becoming obsoleto in greater numbers than thess of other Powers Nor are we redressing the balance by new coz. straction. Last year the figures stood, for Great Britain, aine building against 12 for Gern sny and the United States. This year the Sgures are 10 to 15. When, however, the Brmoured ernisers are added to the bailleships, us is only fair, seeing that several of the former would be quite as off-clive in the line as many of the latter, the figuros make a battar skoring for this country. Bat even then we are re- latively two ships fewer than we were a twelve- mouth aro, and we shoul.be four ships fewer if the Colonial armoured cruisers ware excluded. In view of these figures, it seems somewhat optimistiu to assume, as the Chancellor of the Exchequer did the other day, that we have reached the climax in our naval expenditure.
