By the casting vote of Vice-President Shor man the Senate hns at last passed a bill auto- riting the Postmaster-Gonoral, within the limit of $4,0:0,000, to make mail contracts with American-built ships sailing between American porta and Anatransia and Eastern Asia, and. also between American ports and ports of South America south of the equator. The ratos authorized for what are formed second-class ships are the same which are now paid to a fer. first-class ships on the Atlantic under an old law-$4 a mile on the outward voyage.

PASSENGER SEASON 1911.

The reason for giving this advantage to ships on the now routes, says the San Francisco Chronicle, is that trafle existing and likely to be developed on these now routes during the life. of the contract would not justify, in addition to: the 'ma contract, building and oporating what are considered first-class ships on the Atlantió. The second-class ships, however, would be ad- qualofor auxiliary services in the Navy, but not for scout ships. The third class ships, to which $2 per mile is to be paid, would be useful for minor naval servico in time of war. The ships are to be built according to certain requirements, and to be available for Government service when needed. Tho opposition which this common-sense moonure has met is a curious instance of popular misapprehension and prejudice which it has been Impossible to remove, or oren to abato, The parts of the United States which will be most benefited by the service are those in which pro- duction is grastost, whether of food and raw materials or of manufactures. Unquestionably those are in the grunt Mississippi valley that all the opposition contras. Nine-tenths of the people imagine, and cannot be induced to believe otherwise, that this law is mainly for the benefit of ship builders and ship owners. It should be obvious that the building. and operating of two or three dozen ships would not of itself induce such efforts as have boon made for years to secure these postal contracts: Nor is an industry which has a monopoly of our enormous constwise traffic in a position to ask for mali special favours. What is wanted, and all that is wanted, by nine-tenths of those who favour this bill, is markets in and commerce with porta in undeveloped countries which we have not now, and shall never get, except by regular mail steamship service, whose early CALLING AT NAPLES, GENOA, ALGIERS, GIBRALTAR AND SOUTHAMPTON

years must be sustained by payments for mail service in excess of what would be earned at the regular pound rafe of compensation. And those most concerned are those who have the largest surpluses to sell, and the most money for purchases. The bill now goes to the House. What -chance it lus there probably depends on the disposition of the insurgents and the action of the Committee on Rules Similar bills have passed the House in previous Congresses only to be lost in the Sonate.
