The negotiations with reference to the Bagdad Railway and the capture of the £10,000,000 Turkish Loan have revealed to the world tho power of modern Germany in international finance. The capital of the Bagdad Railway Corapany is largely in the hands of the great Dentsobo Bank, which thus controls its policy.

Until the foundation of the Empire, Ger man banking was the monopoly of the

groat Frankfort private banking houses and a few colleagues in Borlin, the Oppenboima in Hanover, and the Warburgs and Behrens in Hamburg. Since then Gorman france has been largely in the hands of joint stock banks, which have grown amazingly both in number and powór. Twenty years ago there were only eighty-seven corporate banks with a capital of over£50,000 and aggregate deposits of £53,00,000. To-day there. ore 16, and their doposite excood £352,000,000,

The greatest of these is the Deutsche Bank, TJITAROEM founded during the Franco-Prussian War. The carcer of this colossal institution, which is so conspicuously identified with Germany's overe sea policy, is oharacteristic of the economic

In forty years tho Deutsche Bank has grown from a local concern with a capital of £750,000 and deposits of £117,000 to a world-wide institu- tion with expital and reserves of £15,500,000, deposite of £65,000,000, a yearly turnover of £5,000,000,000, and a staff of 5,000 persone. It has branches in London, Constantinople, and Brassels, built and controls the Anatolian and Bagdad Railways, and controls subsidiary banks in the Orient, Africa, Hoath Amories, and the Far East.

By virtue of its enormous resources and pres the Deutsche Bank, by nuwritten law, takes tigo,

the lead in nearly all Germany's inter- national enterprises. It has superintended the new Turkish loan, which slipped from the hands of the French. The bank's relations with the German Governmont aen confidential and intimate, and it exercises a deep influence on German foreign policy.

PRESIDENT OF THE BAGDAD RAILWAY.

The master-spirit of the Deutsche Bauk to day is Herr Arthur von Gwinner, who has risen to his present eminence from a humble clerk. ship. Here ron Gwinner, the son of a Pras sian Church diguitary, was ennobled by the Kaiser last year as a reward for his eminent Barvices to Germany in Turkey. He is the president of the Anatolian and Bagdad Rail- waya and an expert on economic affairs in America and the Near East. His wife was a Miss Speyer, of Frankfort. Shortly after bis elevation to the peerage Herr von Gwinner electrified the country with a bold attack on Baron von Rheinbaben, Prussian Minister of Finaser, whom he scoused of incompetenco,, Baron von Rheinbaben, who had been fro quently mentioned as a fature Imperial Chan collor, fell from power a few months later, and. now fills the comparatively insignificant post of a provincial governor,

Two great firmas of private bankers who have retained old traditions and influence are the Berlin louacs of Mendelssohn and Bleichroeder. They, too, like the Deutsche Bank, are never missing from great international "donis." Messrs. Mondelssohn & Co. came into exist ence in 1805. The founders of the firm wELO D son of the philosophor, Moses Mendelssohn, and a brother, who was the father of the composer, Felix Mundelssohn-Bartholdy. In recent years the Mendelsohn house has boo associated olely with Russian lonas. Through their agency it is ostimated that not less than £150,000,000 of German money is invested in the Russias. During the Japanese war Messts, Mendelssohn floated a Russian Toan of £25,000,000. The present presiding genius of the house is Herr Arthur Fischel, an interna. tional financier of brilliant capacity. · He has directed the firm's Russian business for years and was an intimate adviser of M. Witte. Herr Fischel, who received his business training in England, is a typical London City magnato in appearance and manner. His command of the English language is faultless, and his entire besting more characteristic of Old Brond street than of the Jigerstrasse.

BISMARCK'S HELPEE, Messrs. S. Bleichroeder & Co. is also a firm with u century of history. Founded by Samuel Bleichroeder, Its real creator was his côn, the late Gerson Bleichroeder, who was Bismarck's adjutant in the creation of modern Germany, Gemon Bleichroeder found the money for the construction of the Prussian railways in the early 'fifties, and later gathered the sinewa with which Bismarck made war in turn on Denmark, Austria, and France, in pursuance of the "blood and iron" polioy which was to wald the German States into Empire. Herr Bleichro der accompanied Bismarck to Franco As a member of the headquarters staff in 1870, and was at Biamarok's elbow when the latter extorted the historio indemnity from humbled Frasce,

Among the joint stock banks which rale German finance the Dreadner Bank, with capital of £8,850,000, ranks close behind the Deutsche Bank. It, too, participates prominently in all important international transactions. It con. trols the Deutsche Orient Bank, which operates in Tarkdy, Persis, Greece, Egypt, and Morocco, and has heavy interest throughout South America and the Far East. The managing director of the Dresdner Back is Herr Eugen Gutmann, who acquired a national reputation in 1901 when he piloted his bank through a soproless run in the wake of the great Leipziger Bank

Owing to the system of control by diren tortes, the joint stock bank system has tended to limit the development of financial personali- ties, and few stand out nowadays with the con- spionousness of the South German bankers of older days. No list of names would be complete, however, without those of striking. figures like Herr Karl Früstenberg, the leader of the Berliner Handole. Gesellschaft, who had his early training in the Bleichroeder house; Dr. Karl Helferich, formerly a university professor, now the youngest director of the Deatscke Boak, who uegotiated the new Turkiah loan: Dr. Riester, president of the "Hanss League," the new political organisation of businees men founded to break the power of agrarianiem, and Bernhard Denburg, who retired from a bank. ing directorskip in 1905 to become Colonial Secretary.

Germany's national fortune is increasing,
