RUSSIA AND THE TRIPLE ENTENTE.

THE POTSDAM INTERVIEW.

The telegram from the St. Petersburg core pondent of the London Daily Telegraph which aroused so much international discussion is as follows:

How do Great Britain and France stand towards Germany and Russia since the Potsdam interview between the Kaiser and the Tar P That is a question which arouses as lively an interest in St. Petersburg as in Paris and London. The Rusalan and German Ministers had reserved to themselves the sole right of answering it, and revealing to the world the scops of their agreement, but in the meantime the publication in a Loudon evening paper of the alleged contents of Russia's proposal line thrown the topic, like a bone of contention, into the political arena.

PRAYER AND GAMBLING.

CITY MAN STEALS OVER £26,000 FOR A MISSION.

A City muunger who earned nearly £1,000 a yet, ate damnors of bread and cheese in dark cor than £26,510 belonging to his employers to aid ners of the Koy-1-Exchange, embosz'ed no less him in acudastings mission, and prayed fervently for the success of the speenlations he made with stolen money, was the central figare of an extra- ordinary story unfolded recently at the Old Ballay.

He was Augustus William Finch, agod forty- one, London manager for Mesers, Phelps, Dodge. & Co., the New York metal merchants, whose City ollos ja in Leadenhall-stroet.

Finch was appointed London manager in 1906 at a salary of £600 a year," said Mr Framp- tivu, who prosecuted. He had to sell consign menta of copper which came to this country, and remit the money to New York.

"Bo great was the confidenes reposed in lim by his employers that they increased his salary to nearly £1,000 a year in August last. Accord ingly they were much surprised to receive from him on August 25 a cablegram in code, which sid

at

"I bare appropriated £29,000 through speculations, Cannot repay. Other parties no hand in matter.

"I am sorry, but assure you nothing spent on my wife or family. Be merciful wife and child.

When you revive this I shall not be in existance.

"On the same day he wrote to a subordinats the Leadenhall-street offco:-

"I have been a wicked fool, and have abt ed the confidence reposed in me by Phelps, Dodge, & Co.

"In my desk is a cable which I want sont to Now York. Let the news leak out, as it may affect the market,

When you get this I shall have ended an existence which has been a complete failure. I wish, oh, so much. I had not undertaken the responsibility."

MOCK SUICIDE.

He has written long lotters to the firm explaining why he embezzled the money and how he lost it.

Who divulged a secret which was known only to three or four persons in the Itussiau cupital The Novoye Tremya, in to-day's leader, hinte that the indiscretion is traceable to the highest diplomatic representative of Gormony in St. Petersburg. The Nationalist organ maintains that Berlin alone is profiting by the disclosure, which it uses as a wedge to split the Triple Entente. Moreover, the entire German Frex seized on the alleged text of the Russian pro- posal and falsely declared that they had taken it from the London Times and employed it an a seed of discord, which they proceeded to sow among the Powers of the Triple Enton:é. To-morrow M. Pichon is expected to deliver a statement setting forth France's commanding position in the world of politics, affirming the vitality the alliance, and reiterating Russia's undying friendship for the French people, All that is expected and discounted: Thosa azo not the questions that need answering. Moreover, while sympathising with the Novoys Vremya, which desires a perpetuation of the harmonions political co-operation of France, Bussla, and Great Britain, which was ro beneficial to Europe during the Moroccan crisis, one cannot blink the obvious facts that M. Iswoleky's "That day," Mr. Frampton continued, "he services had been dispensed with in deferencs to took a ticket from London to Boulogne and Germany's reiterated desire that the Taser's travelled to Folkestone. His bag was carried visit to Potsdam and the various circumstances où board the stommer by a porter, but he himself connected with it were the results of bis Majes-did not cruss by the boat. It was never believed ty's Requiescence in arti ulate demands; that he had commit suicide, nud in November and that although Russia will sampulanly he was arrested in Liverpool, where ho had observe all ker political covenants with stirted three small confectionery shops. France and Great Britain, she has already consented to emasculate the Triple Entente by promulgating her resolve not to co-operate with any Power against Germany, and by acquies oing in, rather thau originatine, proposals re-among homeless boys. His story is that the specting Northern Persia which concede to Germany in that country far more than she over was willing to conerde to Great Britain.

Neither newspaper logie nor the optimistie eloquence of the French Foreign Minister can alter these foots, which stars oun in the fase. In the minds of those who watch events with a oloar and concentrated gaze, there can be no doubt that Russia's Imperial chief con sulted, and some may think furthered, the interests of his people by coming to this lar reaching compromise with his Imperial kina- man, but it is indispalalle that that compro. miso presupposes the will and entails the neccs- aity of puraning henceforth a line of policy to wards the Triple Entente, which runs counter to that followed during M. Iswolsky's tenure of office. Russia, while carrying out her treaty oblig tions towards France and Great Britain has definitely withdrawn from the diplomatic and military ossoolistion known as the Triple Entente. That is the plain fact we have to face, and it cannot be reasoned-away by M. Pichon's They haro investigated Finch's story, and assertion that the Franco-Bussian Entente still believe it, and they ask that the greatest possible subsists, or by Sir Edward Grey's declaration, leniency shall be extended to him. A froehold should he make one, that the Anglo-Russian house belonging-t Finch was sold for £800, Agreement will not be departed from. Bassin and the money was handed to them, but they recognises the autente with England and the havo Battled the money on his wife, who is a allianco with France, but she hes killed the young woman with a child." Triple Eutente. European politick, therofors, have actually entered into a new phase, fraught with developments unexpected by politiciana and unwelcome to tax-payers.

THE FRENCH REPLY.

NO WEAKENING OF THE TRIPLE ENTENTE.

The reply of the French Foreign Minister, M. Pichon, delivered in the French Chamber on January 12th was in the following terms:

"Our alliance with Russia has never been more compact or more thoroughly alive than it is now. That allinsee is entirely pacifio. Herr Betlimann-Hollweg (the German

Imperial -Chancellor) declared clearly at Potsdam that the Russo Germen understanding had no character of aggression. The same thing is true concern- ing our alliance with Russia.

Our policy insiste, ne does the policy of Ger mang, on the maintenan 6 of the statu quo in the Balkans. Every friend of peace must sen gratulate himself on the fact that our views and those of Germany are identical on this point.

"The Ensso-German agreement on Persian affairs is a freel gaze of peace, for it confirms and strengthens the Anglo-Russion agreement with regard to Persia. The Potsdam interview has mado it clear that nothing has been chang ed in the political situation which the alliances have made;

For years he was engaged in mission work work grew too large for his immediate funds, and that, not caring to beg, he was induced to speculate in the copper market,

The markets were against him, but ho folt sure that they would favour hit because of the object for which he wanted the money. Ho prayed that they might go favourably for bin, but they did not.

"While he was in Liverpool he seems to have entertained the extraordinary notion that suc cess would follow his business von ares theró, and he would be able to repay the money. There was no difficulty in arresting him when ho learn of the warraut being out, and there has been no concealment on his part.

"The very large snu which was embezzled is matter of no moment to his employers," declared Mr. Prampton, for they are an ex- treuely wealthy corporation. The shock which they have received and their loss of confidence in Finch bas affected them moe than the loss

of the money.

HIS EXPLANATION.

behalf of Fisch for thoir kinduess, and called Mr. Guy Lushington thanked the firm on Dr. White, of Islington, the chairman of the club out of which Finch's mission work grow, Dr. White prodused a letter in which Finch wrote:~

At the age of fifteen I was induced to take up work in the East End The werk grow on me, and I was appalled by what I saw around mo.

I never loved money for money's sake. For years I have only had dinners of bread and chesse, which I ate in dark corsers of the Royal Exchange in order that I might save money for the mission work in which I was engaged

For twelve years I have rua the mission at my own expens, and I can vive the nimes and addresses of men who owe everything. they have entirely to the influence of the club. Dr. White spoke of the exemplary life which Finch had led. I think," he added, "that he was so much onpro-red in his work for the club that it affected him."

"What he did,' Mr. Lushington contended, "wes for the sale and only purpose of obtaining Toney for the mission work in which he was interested. His speculations went against him from the first, and he did.not make a penny out of thous

wight teach the boys at the club, and when he Ha took up wood carving in order that he was married eighteen months ago the whole of 'afuroiture was made by le boys, for whom he foun demployment in this manner. He started the three shops in Liverpool in the hope of repaying the firm."

"The Franco-Russian alliance is one of the essential bases of our po ioy. The entente cor. dole is another. We are bound to Bassi by car alliance; to England by the entente cordiale; to Spain and to Japan by other agreements. We are on friendly forme with Italy.

The most extraordinary feature of a most "Our views count in the cpu cils of Europe, extraordinary case," said the Recorder in pass- We have always tried to increase the numbering sentence, "is that his employers recommend

of our agreements with other Powers; but action is not agitation."

At this the Socialists raised a howl of protest, and M. Jaurés sipped in a question about the Bagdad Railway. M. Pichos put it on one side. "No, gentlemen," he said firmly, turning to wards the Left, agitation and action are not the same thing, and both a strong army and the assent of public opinion are necessary for the success of our foreign policy"

At these words the whole house, rogo and applauded loudly, M. Pichon continued: We must develop our military forces to sustain our diplomatie action. We must be in a condi- tion to fulfil our military duty when the need comes. Tepreal to the clear-sighted patriotism of the representatives of the country,"

And amid load applause the discusion on the Budget for foreign affairs was adjourned unul to-morrow.
