in all its bearings:

|

"That there is very considerable discontent with the present (Government is certain. It would, however, bo rash to prophesy anything. like a bouleversement in the immediate future. The Royalist following still lacks leadership as much as it did in October, and although it is. praclically certain that the Government will be unable to secure a Republican majority nost March in the General Election, if the country, as distinct from Lisbon, is allowed to speak its own. mind, the capital is still unquestionably with it, technically, at least. The danger which faces the Government in Lishon is from the Left and not from the Right." What is causing trepida tion among those who hayo any stake in the Į country is the fret that the administration of Brage, Costa, and Machado is too moderate for the mass of their followers.

"One of the most pressing sources of danger to the Provisional Government is the fact that -whatever the Foreign Minister may say to the contrary—thors is grave. discontost in the Services. The poople who made the Revolution a success when its theoretical leaders-the non who now hold the reins of power-wore in tight or in hiding have received nons of the spoils of war. The sailors wore given four months ray and four months' leave, and some of themi lft Lisbon, bat they were not satisfied. As ragarde the Army, Machado do Santos, who commended the troops in the Rotanda in October when the Republican officers ded thinking the movement had failed, refused any reward from the Govern mont, and has started sa opposition newspaper, the Intransigente, It is notorious that the Government fears him too much to suppress it, and that his general popularity is very groat. His portrait is shown for sale in numberless shop windows. Insubordination, "änd dissatisfaction do exist in the ranks of the Army and it is a entre of real neersiness to the Governmout.

"If I were asked to singlo out the astise of most of the Government's difficult'es I should say that they have resulted from their utter lack of practical administrative ability and experience. They have acted all along frou pazeri aad purely thepretical considerations. After brons ing numberless enunities they have had to retrage their steps and adept courses which little sound statesmanship should have suggested as the only feasible oues from the outset. A Conservattre Repulicanism, adopted and Arrily adhéréd to. from the beginning, might ossily hore resultad in atting the Republie femly on its legs I will quote threeexamples of the Government's change of mind produced by their unhappy, experience. (1). The strikes, which have caused so much dir location of labour and trade, The Girerament at first gare the unrestrict diright to strike, à right which had never existed-in any form at all in Portugal. The result was numberless afrikos, the more important being thoss in the cork, cutting, i dustry and among the tramway mes. Ultimately a row law was promulgated, restrict ing the right to satrika. (2) The Republic disarmint, the police who formerly carried ravolvas and sabres The London pohto, it. was at first argued, did not carry the weapons. Why should the Lisbon police? On December 2 7, however, a decrev stated that the police would begin again to carry revolvers apil zabres, nå formerly. (3) A Rent Law of Tenancy was de creed, benefiting the shop people in Lisbou and also the poorer classes, but arousing the strong- est opposition throughout the country, the mensare being in fact only suited for the capital. The text of the Law has now been handed orer to & Commission representing different interests, which is charged with its amendment."

“If proof were needed that the Republic does not rest on the people's will it would be amply supplied by the strictness of the Censorship, which has rarely, if ever, boon equalled under the harshest despotism. A resolu tion of the Council of Ministers of Do cember 5

that laid it down

whereas certain correspondents have given news diseraliting the country and the Governmont→→ attributing strikes to the powerlessness of the Government, and referring to supposed indisci- pline in the Army. to threats of revolution, and to internal differences in the Republican Party--- the authors of this false news are to be sought ont and warned not t1 continue their campaign of discrediting the Republic, which may result in their being expelled from the country: A few days later the Ministry of War issued a decres insisting on the importance of discipline in the Army, thereby practically admitting that the indisciplino which it wes mado a dire offence to repert actually existed. Only at the end of last week snother decree was issued carrying penal. ties for promoting indiscipline among the sol- diers. The news which is allowed to through by telegraph in no way represents the real situation. It is practically useless to take any but the most colourless messages to the telegraph office. If the news be sent by Telter the correspondeat is certain to bear of it again if the newe is unfavourable to the Government. A healthy ustional movement. obviously stands in no need of this kind of sup port, and there is something radically wrong when thess methods are resorted to.

come

The prosecution of those responsible for offences against the laws of the old régime, technical or real--and partien'arly the methods adopted in conducting the prosocation-has been one of the principal factors in arousing enmity against the Republic. The conduct of the case aginat Senhor Franeo is an example in poiut. The Appeal Court quashed the sentante against Senhor Franco on the ground that the tribunal was incompetent to judge Ministers: Parlia ment alone could arraign them under the law of the Monarchy under which Seahor Franco's alleged offences were committed The Govern- ment has removed from their Lisbon posts four

I bare alladed to some cansos of discontent. -It is not to be taken for granted that I think the position of the Republic hopeless. It appears to have the confidenes of Europe, to judge from Portuguese stocks and the exobange value of the milreis. What it needs to gain support at home is greater toleration, less vindictiveness where offences under the old régime are concerned, and much greater wisdom in administration. At La present many of the Ministries might almost be non-aristent so little do they really adminis ter. Other Ministries have been over-officious, and their decrees, as I have said, have had no relation to Portuguese experience and history. Many of these deorces have tended to the injury of trade, and in this respect there is in Lisbon a be obtained at the Office, 10A, Dan Vour Boasă germ of discontent which, if allowed to develop, Central, Hongkong 131, Fleet Street, London,
