CHINA AND THE OPIUM TRADE.

THE IMPORTS FROM INDIA, (PROM A CORRESPONDENT OF "THE TIMES.") Originating in the undisciplined emotions of the Chinese student class, stimulated by the sympathetic fervour of British and American missionaries, and supported by the powerful influence of eminent divines and anti-opiam societies in this equntry, a strong movement is now in process of being organized for the immediate and final prohibition of the opiam exports from India to China. At the back of this movement there exists, without doubt, & force of siucare and widespread pablic opinion in Chins directed against the onltivation and consumption of opium-a fores which was recognized by the late Emprees Dowager in ker famous Doores of November 22, 1906, and subiequently by the British Government gradual limitation of in ite agreement for the Indian export, to extend over a total period of ten years, pari pass with the reduction of opiam cultivation in China. By the terms of thie agreement the first three years of this period were to be regarded as experimental, the British Government rightly insisting on watisfying itself as to the good faith and ability of the Chinesa Authorities to check the trado within their own territories, bofore consenting to a measure seriously affecting the welfare of a large number of Indian taxpayors. That experimental period having now expired, the question of China's performance of her part of the preliminary tests, and of England's future policy, is under consideration.

As stated by The Times Correspondent, telegraphing from Poking on December 2, "careful calenlations estimate the reduction of cultivation at 25 per cent, and it is in re. cognition of this magnificant effort to perform her share of the task that Great Britain is will. ing to give China an opportunity of dealing more effectively with the importation." THE MISSIONARIES' APPEAL.

The present agitation by the students' com- mittees and anti-opium societies in China, of which we are likely to hear mors upon the assembling of Parliament, has for its objent the suspension of the Opium Clause of the Traniy of Tientsin and the immediate cossation of all export of the drug from India. At a meeting of the People's Anti-Opinm Society of China, held in Peking on November 13, it was decided to invoke the aid of the National and Provincial Assemblies and of the anti-opium societies of England and America, with a view to making a united appeal to the Fritish people, so as to enable China to prohibit forthwith the imper- tation of the drug. Great stress was naturally laid on the memorial addressed to the British Goreromeut by the World Missionary Confer ence held in Edinburgh last June and on the eloquent appeal in which the Bishop of The Darham supported that petition.

to maintain the "moral glory of our country." it is difficult to preserve unimpaired that impartial and judicial attitude which, more than any religious or pontimental fervour, has made the name of Englishman synonymous with a very real standard of morality in the eyes of non-Christion races. Nevertheless, realizing that the religious and moral aspect of the ques tion has carried full weight with the British Government, we cannot close our eyes to the fact that its supporters, in their well-meant zeal, have failed to take into consideration certain very important aspects of a very difficult problem -certain questions of common sense, common hamavity, and common jastios, of law, ordar, and equity, which also, in their places. are questions of morality.
