INDIA AND TARIFF REFORM.

MUTUAL ADVANTAGES OF PRITERUNCE.

At a meeting of the East India Association hold at Caxton Hall on the 5th inst, over which Bir Arundel Arandel presided in the absence of Lord Reay, a discussion took place on Indin and Tariff Reform."

Mr. R. A. Leslie Moore, formerly of the Indian Civil Service, read a paper on the b jeet, in the course of which he said no Tarif! Reform scheme could be lasting, even if it could be introduced, which left India out of account. He pointed out that both Britain and India already levy import duties on certain classica of goods, whether imported from each other They could give foreign countries. each other preferencs not by raising these daties against foreigners but by lowering them in the case of goods they import from usch other. Thit

retaliation from be advantaged. The risk of foreign countries wis not great, because India's exporte to foreign commercial countries were mainly foods and raw material. Britain could assist the Indian exports of tea, coffee, and tobacco by lowering the present duties as against Indis. He suggested that Indian tos, for instance, ahould be admitted at 41. per lb., which would minit a preference of 14. per lb or 20 per cent. This would not affect the person who preferred the flavour of China Lea, but would gire India as advantage over Java. He sag. gested that the coffee duty should be abolished as against Indian coffee, and in regard to tobacco ho thought if the present tax was an ad valorem. tax instead of u tax by weight it would segist the low-priced Indiau product and help to intes dace to the Britlah smoker. From the British Free Traders point of view the cheapening of tea and coffee should be welcomed. To make up the lose to the British Exchequer he would re- impose the export duty on coal. On her part Indian could remit the 32 per cent. import duty on British actton manufactures, and at the same time, abolish the aborious oxcise duty on the Indian product. Indian Longut more steel, silk

olocks, and watches from

sources than

from British, and could give Britain a pralorence in other directions than cotton. India might impose export duties on raw jute and lac. He main tained that proferential trade between Britain and India would be advantageous to both coun tries and would not raise the prices to the

consumer.

the discussion which followed Mr. Prochowinck maintained that any change in our fiscal systems would lose as the most favoured- nation treatment. Would America coalians to

if let me have cotton at the lowest prics. refneed her jufe

and in at the lowest prices P Without any proferouce Indian tea had virtually wipechout Chinese tea, and Continental nations which now bought Indian tea would retaliate ten from Java. After several speakers taling had supported Mr. Moore views, Mr. Bopin C. Pal said that until Indie had fiscal indepan- lence whatarer England imposed on hor would be dictated by nglaud'e interests only. He was a Fres Trader in England but & Protectionist in India. He wanted Protection, however, against England.
