Waturally the rents of houses, the wagas of servants, and the price of provisions, &c., have advanced in proportion. The question srises, are we all propared to pay still higher rents, and to disbare still higher wages, in order that it may be made impossible for the wall of a Chinese houss to fall down? Is the stigma attaching to ecquiescence in the existing stato of affairs go intolerable that almost suy pocuniary sacritico is preferable to it? If so, by all means let the crusado for better build ing materials flourish the architects at any rate will profit by it-only let it be done with epos sys, and do not let it be for a moment belleved that these improvements can be made without ach individual member of the community contributing his proportion towards paying for

His chief grievance at the prosent time therefore is not that he is called upon by the Government to rebuild walls that are dangerous, but that the cocasion is taken to compel him to entirely rebuild and reorganise his property. In the neticen calling for structural repairs to build inga which are declared to be "partly dangerous-a great many of which have been sorted recently-their appears to be a somewhat remarkable unavimity of expression. In a suspiciously large number of on9oz they call for tho rebuilding of two walls, and it is difficult ta escape the conclusios that it is the deliberato policy of the Public Works Department to fores the hand of property owners in this way.
It is doubtful if these notices could in all casse bo plaid in a Court of Law, and in some usan where the owners have kept a stiff upper lip" and bave courted an appeal to the Courts, the sctices have boon withdrawa or modified. Unfortunately the majority of Chinese property owners have neither the means nor the inclination to oppose the Government. Their experiences in the youens of their own country teach them to submit to almost any injustion sacner than find themselves in the Courts of Law-they can hardly be called Courts ofJustice and they do not readily realize that, in a British Colony, the higher grades of the judi- cial establishment are independent of the approval or disapproval of the Colonial Govern ment-and so they "tremblingly oboy."N
