THE PRESIDENT'S MESSAGE.

The following are the main points of Presi dents Taft's massage dealing with Far Eistern affairs Id

tion

LATEST STEAMER MOVEMENTS.

The "Bon" Lineato Baneorlich from Ant- werp, Leith, Londondeft Singapore on the 18th instant for this port.

The H.A. Línia str. Sithonig left Shanghai on the 18th instant s.m., and may be expected here on or about the 21st inst.

The NYK str. Hymbay Maru (Bombay Line) left Bingapore for this port on the 17th inst, and is expected hers on the 24th inst.

Tho I.G.M. str. Buelow, carrying the. Germen Malls with dates from Berlin of the 30th ult left Colombo on the 18th inst. p.m., and may be expected here on or about the 29th inst. p.m.

The LG.M. str. Kleist, which left here on the 14th inst, at noon, arrived at Singapors on the 18th inst, at 9 am

After expressing satisfaction at the conclusion of the Bukuang loan, it says that the basis of the settlement of the terms of this loan was exact Britain, equality between Amerles, Grast

Tho I.G.M. str. Goeben, which left hero on France and Germany respecting the financing the 15th inst,, at midnight, arrived at Shanghal of the loan and supplying of materials for the

on the 18th inst., at 4 p.m. proposed railway and their future branches.

The P. M. 8.3. Co. str. Asia, which sailed application of the principle nuderlying from Hongkong on the 19th ultimo, arrived at the policy of the United States regarding San Francisco on the 15th inat.. the Hukuang toniz, internationsliza-

of the foreign interest railways of China as may be fasicod by foreign countries, was suggested on a broader scale by the Secretary of State in the proposal for the internationalization and commercial nontralization of all railways in Mancharia, While this principle was generally admitted the Powers to whom it was addressed, the Governments of Russia and Japan, AP: prehended practical dificulties in the oxeon- tion of the larger plan, which prevented their ready alberonen.

The question of the Construction of the Chinchow- Aigan Hailway by means of an international loan to China is, howover, still subject to friendly discussion hy the interested parties. The policy of this Government in these mattera has been directed by a desire to mako so of American capital in the development of China as an instrument in the promotion of China's welfare and material prosperity without prejudice to her legitimate rights and independent political power. This policy has recently found farther exemplifica tion in the assistance given by this Govarn- medit to negotiations between China and a group of American bankers for a loan of fifty million dollars to be employed chiefly in ourrency reform. In 1908, China sent a com- missioner to the United States to consult with American financiers as to the possibility of securing a large, loan with which lo inaugurate a new curranoy system, but the deaths of the Emperor

of China interrupted the negotiations, were not resumed until a few months

ago when this Government was asked to com. municate with bankers concarning & rennost of China for the loan of fifty million dollers for the purpose under review. A pralimin. ars agremont between the American group:

and China has been made covering the loin. For the success of these long contemplated reforme which are of the greatest importance to the commercial interests of the United States and the civilized world, it is realized that an expert adviser will be necessary and this Government has received asearance from China that such adviser, who shall be s2 American, will be on- gaged.

Regarding the Rnaso-Japanese Agreement of July 4th, 1901, the Message says:----

The Governaient was gratified to note the as- surance of the continned peaceful" condition in that region and reaffirmation of the policies re specting Chins, to which the United States, to Igether with all other interested Powers, are

alike solemnly committed.

The Message also refers to the Korean aukera tion and friendly visits of Princes Fashimi sud and Tokugawa to America and cf Secretary Dickinson to Japsa.
