The question of the Construction of the Chinchow- Aigan Hailway by means of an international loan to China is, howover, still subject to friendly discussion hy the interested parties. The policy of this Government in these mattera has been directed by a desire to mako so of American capital in the development of China as an instrument in the promotion of China's welfare and material prosperity without prejudice to her legitimate rights and independent political power. This policy has recently found farther exemplifica tion in the assistance given by this Govarn- medit to negotiations between China and a group of American bankers for a loan of fifty million dollars to be employed chiefly in ourrency reform. In 1908, China sent a com- missioner to the United States to consult with American financiers as to the possibility of securing a large, loan with which lo inaugurate a new curranoy system, but the deaths of the Emperor
of China interrupted the negotiations, were not resumed until a few months
ago when this Government was asked to com. municate with bankers concarning & rennost of China for the loan of fifty million dollers for the purpose under review. A pralimin. ars agremont between the American group:

For the success of these long contemplated reforme which are of the greatest importance to the commercial interests of the United States and the civilized world, it is realized that an expert adviser will be necessary and this Government has received asearance from China that such adviser, who shall be s2 American, will be on- gaged.
Regarding the Rnaso-Japanese Agreement of July 4th, 1901, the Message says:----
