A GOLD STANDARD FOR CHINA.

The Shanghai Mercury pablishes the follow ing

The statement that China has finally decided upon a gold basis for her new coinage will, if Donfirmed, be received by the great majority of the world, Chins included, with neelamation Vested interests will be affected for a while, they always are in all reforms, and them to whom they belong will indulge in imprecation till it is time to turn their mergies to something which will pay better. There will be dismay in many parasitic ranks, in the cash shops, the shroff's quarters, the more secluded haunts of the assayers.

the market, on the open street, in the dafly dealings between man and man, there will be for unspeakable. Coins will be coins, not pieses of doubt with which the initiated esa juggle and the banker squeeze. So long as they are not worn too thin, the now tael coins will be received by count, not by weight. In other words, the coinage of Chios is to be on a level with that of the rest of civilised mankind.

TIBET.

** (FROM "THE "TIME" COBEESPONDENT.)

During the last six or seven years a serious political, stauggie has been agitating the whole of the little-known and imperfectly organized region between Western Chim and Tibat. The Marches of the Mentza," as this part of the world is called by Mr. J. H. Edgar, a much- travelled British missionary of Litang, is a high treclass plateau, about 500 miles from east to west and rather more from north to south, averaging from 12,000ft. to 14,000ft. in height, and surrounded by high ranges ascending to 17.000ft. and eron 20,000ft. above sea level. The principal towns are, from east to west, Tatsien la, Litang, Batang, and Siangsheng.

THE EAST TIBETAN REVOLT. « In 1903 Biang-chong was completely in the power of the Tibetans, Chinese officials and traders were treated with barbarity, and a rebellion which had boon. simmering for force against Chinose authority was gathering force. The abuse of the Ulag," Socage system grant of lands (andor which, in return for adjacent to the highways, the native tenants are obliged to provide means of transport

The powerfal Lamasery of Litang openly defied Chins, but owing to the courageons action of Sub-Prefect Liu at Ta-taion-la, the Lamaeory was attacked and finally captured, the Abbot and some of his relatives being beheaded.

The particular system which it is intended to follow, we are informed, is the Japanese, with the excaption that the tael is to be the standard in place of the dollar. It is not really a matter of very great importanos this, and there is a good deal

to be said in favour of rotoming value which has been characteristic of the ountry for ages. What will happen, then, is basis of which is to be gold. There are to be coins in that metal from one tael in value up ward, but it is not likely that they will come into general use for a long time. The real working coinage will be silver and other subsidiary metals taken at their face value though only really token coins. This is the state of affairs in Japan, and it will he China. It is the same in England and nowhere, wherever iver, sapper, or nickel is used. The only coins notually worth what in stamped on them are those in gold. There will also, doubtles, be considerable issue of paper money, and here we would earnestly recommend to the Chinose authorities the most drastic rules possible with regard to the security of these. Unless they are convertible, they fail in their main object. We must wait for further news before commenting on the proposed systemat a whole, but we wolsome this announcement as a first instalment of the best possible nowa.--

THE BULLION MÄRKET.

Wo subjoin extreets from Messrs. Samuel Montaga & Co.'s bullion circular dated March

17th:--

L

In the ensuing year (1904), however, there was a fresh rising, chiefly owing to the appoint. ment of a Manche name! Fong us "Deputy Imperial Commissioner of Tibetan Affairs, an unpopular atap which menaced the freedom of the native chiefs. At the end of the year the crisis was so cute that Commissioner Feng deemed it safer to retura to Ta-taien-la but he had only proceeded a for miles be yend Batang when thousands of ambushed Tibetans surrounded his party of 50 and exter minsted them without distinction of race or rank. Then the rebels returned to Batang, drove out the Chinese, and occupied the city for nestly four months. Savers French mission- aries and converts were killed both at Batang and at Teeka, further to the south

News of the rebellion soon reached Cheng-ta- fu, and a punitive expedition under General Ma was despatched to Batang. The city was recaptared, two chiste erecated, and the tribes men concerned in the murder of Feng duly The opinion expressed in our recent letters punished. It was net till the close of 1906 that that the Indian Bansar would resume its pur-the authority of the Chinese was finally restored chuses of eilver at no distant date has been at Siang-cheng, Yen-ching, and other outlying justified, for silver has been bought more or less towns, freely for that quarter during the wook ander review.

The outcome of these operations was startling, The power of Lamaism over the whale region was broken, the old form of native government discarded, and Chinese rule and methods sub- slitated for the former régime. Not only ware the strategic contres garrisoned with traps, and officials appointed, but the conditions of travel were improved, brigandage was practic ally suppressed, the telegraph was pushed on to Batang, and every inducement was offered to Chinese to cultivate the waste lands and work the mineral deposits of the country, The appointment of city eldera, the erection of fools for the people, and wall considered attempts at colonization sil indicate the thoroughness with which Chias entered on the task of reorganizing this distant and hitherto turbulent part of her dominions.

THE PEKING SENSATION. The exaitement in the Palace about the bombs, which are said to have been found in the Regent's Palace, is intense, Attempts are ziade from official parties to deny everything, just as was the case, when the attempt on the Regent's life

made at Christusas Day. Although it is, consequently, extremely difficult to get positive proofs of what has happened, there is hardly room for any

doubt that another attempt had been planned against the Life of the Regent The Conservative Party makes so much use of the situation as they can; they spread overywhere this ramour that the Progres sivo Deputies, who are urging forthwith the establishment of a Constitution, are behind the attempt. On the other hand, it is stated that the originators taust be sought amongst those Manchus who have fallen into disgrace and who from sets of violence to produce a change which will bring the aggin honours and influence. Furthermore, all kinds of rumours are circulated that numerous followers of the old Revolutionary party of San Yat-sen have lately arrived in Peking, but nothing is known which would really support these statements. Outside the Palson everything in quiet.

From the British Indian point of view the new order of things may bring about change in two ways. In the first place, it may lead to trouble between Chins and Nepal, which though generally regarded by virtue of its numorons treaties with Indis as a vassal State, nevertho lesss pays no tribute to the British raj, and does, in point of fact, render quinquennial tribute to the Emperor of China. During the last few years this time-honoured custom has been renew sd, and though looked upon by the Nepalene a mere compensation for privileges allowed them in libet, is cartainly regarded by the Chiness as the offering of a subject State. The officials of the mission appear before the Emperor of Chine in Nepalese robes, but after receiving titles and decorations in Peking they are required on their return home to traveres the whole breadth of China and Tibot in the dress of Chinese officials. It may be noted, moreover, that in the treaty concluded between Nepal and Tibet in 1854 It is expressly recited (Article 2) that "the States of Gurkha (or Nepal and Tibet have both borne allegiance to the Emperor of China up to the present time."

In the second place, it is possible that the now Chinese ruler in Lhasa may insist on a mere enlightened policy, especially in regard to

TRANQUEBAR," trade and the commercial Covelopment of the country. In his reports two years ago to the having arrived, Consignees of Carge are hereby informed that their Goods, with the exception Imperial authorities in Psking Clso Erh Fong strongly recommended the ornning up of trade of Opium, Treasure and Valuables, are being routes, the establishme t of industries, and the landed and stored at their risk into the hazar dons and/or extra hazardons Grodowns of the working of mives by Western methods.
