During the last six or seven years a serious political, stauggie has been agitating the whole of the little-known and imperfectly organized region between Western Chim and Tibat. The Marches of the Mentza," as this part of the world is called by Mr. J. H. Edgar, a much- travelled British missionary of Litang, is a high treclass plateau, about 500 miles from east to west and rather more from north to south, averaging from 12,000ft. to 14,000ft. in height, and surrounded by high ranges ascending to 17.000ft. and eron 20,000ft. above sea level. The principal towns are, from east to west, Tatsien la, Litang, Batang, and Siangsheng.

The particular system which it is intended to follow, we are informed, is the Japanese, with the excaption that the tael is to be the standard in place of the dollar. It is not really a matter of very great importanos this, and there is a good deal
to be said in favour of rotoming value which has been characteristic of the ountry for ages. What will happen, then, is basis of which is to be gold. There are to be coins in that metal from one tael in value up ward, but it is not likely that they will come into general use for a long time. The real working coinage will be silver and other subsidiary metals taken at their face value though only really token coins. This is the state of affairs in Japan, and it will he China. It is the same in England and nowhere, wherever iver, sapper, or nickel is used. The only coins notually worth what in stamped on them are those in gold. There will also, doubtles, be considerable issue of paper money, and here we would earnestly recommend to the Chinose authorities the most drastic rules possible with regard to the security of these. Unless they are convertible, they fail in their main object. We must wait for further news before commenting on the proposed systemat a whole, but we wolsome this announcement as a first instalment of the best possible nowa.--

From the British Indian point of view the new order of things may bring about change in two ways. In the first place, it may lead to trouble between Chins and Nepal, which though generally regarded by virtue of its numorons treaties with Indis as a vassal State, nevertho lesss pays no tribute to the British raj, and does, in point of fact, render quinquennial tribute to the Emperor of China. During the last few years this time-honoured custom has been renew sd, and though looked upon by the Nepalene a mere compensation for privileges allowed them in libet, is cartainly regarded by the Chiness as the offering of a subject State. The officials of the mission appear before the Emperor of Chine in Nepalese robes, but after receiving titles and decorations in Peking they are required on their return home to traveres the whole breadth of China and Tibot in the dress of Chinese officials. It may be noted, moreover, that in the treaty concluded between Nepal and Tibet in 1854 It is expressly recited (Article 2) that "the States of Gurkha (or Nepal and Tibet have both borne allegiance to the Emperor of China up to the present time."
