IMPORTANT RESOLUTIONS
CARRIED....
SYDNEY, September 17th. On the sittings of the Congress of Chambers of Commerce of the Empire being resumed here to-day, Mr. Amet (Montreal) moved a recolu tion of the Montreal Board of Trade, in the following terus--
"That this Congress urges upon his Majesty's Government and upon the Governments of the Colonies the appointment of an advisory In perial Council to consider questions of Imperial interest, specially those tending to
promote trade between the various parts of the Empire.
Mr. Ames,
in putting the motion, said that the burden of the resolution was the appoint. ment of a permanent body to work continually for the consolidation of the Empire and the removal of trade barriers.
Mr. Krook (Melbourne) supported the motion. Sir Albert Spicer said he did not wish to uppose the rosolution, but he would ask if its adoption would assist the project of an Imperial Council. He feared there was a risk of the members of a body such as was proposed getting ont of touch with the States they represented It would, however, be an immense advantage to have a representative consultative connal of commercial men of the whole Empire to meet in different parta ot the Empire.
Mr. W. Cockshutt (Toronto) said there was no subject more acute than that of the proposed Imperial Council All Empire walters were, he asserted, dealt with by the dominant party in Great Britain, which did not represent more than five per cent of the people. It was a necessity that there should be one mouthpiece to speak on behalf of the outlying portions of the Empire and of Great Britain herself,
Mr. Burgess (Hobart) opposed the motion. Mr. Royse (Manchester) said nothing but good could some of such a council.
Mr. Jenkins (Adelaide) supported the resolu- tion, which was finally carried.
Mr. Dixon (Sheffield) moved the Sheffield Chanter's resolution, of which the following is the text.:-
"That the Congress is of opinion that the system in force in Western Australia, South Australia and New Zealand of charging in- come-lar upon profite resulting from business transactions in these Colonies by British com mercial travellers and agents is very prejudicial be to British trade, and that such tax ought to discontinued.".,
This tax, Mr. Dizon argued, was practically an additional Customs duty foried on British goods
Mr. Royse (Manchester) said the system was most inequitable.
Mr. Vincent (Ferth, Western Australia) said it was perfectly fair to tax the profits of peram bulating merchants.
Mr. Cheadle (Adelaide) stated that a business house in South Australia having a branch in Londin quid the British income-tax on the profils of both offices. South Australians were, therefore, doubly taxed in England.
The motion was ultimately withdrawn.
STATE-AIDED RMIGRATION SCHEME.
Sir Allert Spicer, the President, then wored a-resolution of the London Chamber, which desla-with the important subject of amigration, and runs thus
That the settlement in adequate volume of the Anglo-Saxon race in the British Dominions i deserving of the constant solicitude of the Home and Colonial Governments, who are hereby urged to consider what further or better ater than those at present existing should be taken to elaborate a general State-aided cohems at reduced rates to encourage emigration of anitable settlers under well-considered condi tions."
Mr. Headley (Ashford) and others supported the resolution, which was carried.
FALSE MARKING OF GOODS.
Mr. Warnford Davis. (London) next moveć the following resolution of the London Chamber:
Whereas it has been proved, by Consular reports and otherwise, that the practice exists amongst foreign manufacturers of deliberately marking their goods with English-names or phrases of a nature to lead to the false supposi- tion that they are of British origin;
Whereas the Madrid Industrial Property Convention, 1891, was framed with the special object of protecting the products of the con- tracting parties thereto against infringemexts. and imitations of the above character;
De it resolved that all Colonial Govern- mente he requested to introduce legislation of a nature effectively to prohibit the entry into their respective territories of goods not of British origin, but bearing names or descriptions of a nature to mislead the purchaser into the belief that they are of British origin;
Be it also resolved that his Majesty's Government be requested to introduce pruleo- tire provisiongainst notion of this character in all commercial treaties which may hencefor- ward be concluded, and that meanwhile special steps be taken to urge upon those Governments which either are not parties to the above mentioned Convention or do not effectively. enforce it to become members thereof and to bind themselves effectively to apply its provisions.”
The resolution, which was supported by Mr. Parton (Sydney) and Mr. Chadwick (Kidder minster), was carried.

Sir Albert Spicer then moved the following consolidated resolution embodying the purport. [907 three relations put forward by the London, Sydney, and Montres! Chambers respectively- This Congress is of opinion that it is desir- able to complete the Imperial route between the Motherland, Canada, Australia and New Zealand by State-owned electric communication serous Canada to Great Britain and that the postal departments of the varions Governments of the Empire should be requested to frame a combined scheme of enbstantial reductions in telegraphic" raten."

On the motion of Mr. Kaye (Christchurch) the words "Especially in the direction of cheapening Press cablegrams" were added.
Sir Albert Spicer supported the motion on the grounds that Imperial commerce would bo advanced and social intercourse facilitated and But cheaper Press messages would be par ticalarly helpful in promoting a better under standing of all Imperial problems.
Mr. McPherson (Melbourne) seconded, and Mr. Sullivan (Launceston, Tasmania) supported the motion, which was adopted,

A motion by the Liverpool Chamber of Com metod recommending the removal of the restric tions on the importation of healthy Canadian cattle into the United Kingdom for store par poses was lost.
COPYRIGHT LEGISLATION.
The following resolution by the Toronto Board of Trade, moved by Mr. Goge, waa carried :---
"Besoived that in the opinion of this Congrous the self-governing Colonies of the Empire should have jurisdiction to legislato on the subject of copyright, within their respective Dominions, to the same extent as on other subjects enumerated in Beotion 91 of the British North America Act. That a copy of this resolution be forwarded to the Imperial authorities.”
EXCINE DUTY, OR 'COTTON IN INDIA.- The following resolution, moved by Mr. McRobert on behalf of the Upper India Cham- ber of Commerce, was lost
Whereas the duty of 34 per cent. ad valorem laried on cotton goods imported into India is in ne sense protective, and is levied solely for revenus purposes; and whereas the class of cotton goods manufactured by Indian wearing mills does not compete in any material degree with imported fabrics; this Congress is of opinion that the the Excise duty imposed on cotton cloth produced by Indian power looms is inequitable and should be repealed.”

The Congress also passed a motion by the Cawnpore Chamber to the effect that the practice of Tovying Income-tos in the United Kingdom on the profits of incomes that had already paid income-tax in India was inequit sble and burdensome.
The Congress then dissolved.
THE ROBERTS CASE.
PLEA OF GUILTY AND SENTENCE OF THREE TEARS.
Charles Roberts was charged in the British Court at Bangkok, on the lat inst., before Judge Skinner Tarner with inving received on April 30, 1900, from Chin Law Chan Hust the sm of Tea- 3,000 se 's deposit for the due perform- ances by the said Chin Law Chan Hunt of an sgenor agreement made between the said Chin Ilave
Chan Hunt and the Standard On Co. of New York, and the mid-cam of Tical 3,000 did then and there fraudulently and feloniously convert to his own use and benefit. Mr. E. A. Baguley appeared for the prosecution; Mr. S. Brighonse appeared on behalf of the accused.
Acoused, after having had the charge read ont to him, pleaded guilty. Mr. Baguley, addressed the Court at considerable length in explaining the cass and proceeded to say that the defen- dant had since his arrival in Bangkak done every thing possible to assist the Standard Oil Co.
His Honour, in passing sentence, said that in the East the trust reposed in the European community by employers, large and small, and by the natives, was necessarily very large. A case of this sort could not but damage that trast and confidence to some extent. He had endeavourned to come to a right decision in the sentence. Mr. Brighonse was right in reminding him of the maximum under the Fenal Code, but it seemed to him that the least sentence he could pass would be three years with hard labour to be passed in Binga- poro or such ather place the Government of which would agree.
