GERMAN TRADE IN 1908,
No 4282 of the Annual Series of Diplomatic and Conanlar Reports contains the report for 1908 on the trade of the Consular district of Berlin by Mr. Consul-General Bohwabach (Ca 4446-106).
As usual Dr. Schwabach's sccount of the 12 months is very fall and of great intarest. subjoin extracts from the introductory portion of his report.
The picturs presented by the economic sitan. tion in the Berlin Consular district in 1908 in rufficiently characterized by one prominent featur the Fonerni depression from which almost all branches of trade and Industry had to suffer.
This is, in reality, the direct continastion and further extension of the stagnation in business activity which followed an almost unexampled period of pro gros in German economia life. Although but few departments of economic activity remained unaffected by the depression, it never reached e really dangerous degree of intensity. Neither within the Consular district of
Berlin nor eleawhere in the Gorun Empire did un employment increase to anything approaching an alarming extent. Of course, by this limit ation it is not meant to imply that the German body economic was only alightly affected by the unfavourable state of affairs. The fact that the depression had spread through the international markot caused the decrease in consumption to be the more keenly felt, and German manufactures, faced by high import duties abroad, could not find a ready outlet for their productions through the channel of export. German industry had to rely on the home market, and savere as the test was the markot stood the serious strain of the largely increased supply of goods with which it was burdened, and although it showed every sign of weakness, it did not vollapse.

POPULATION AND AGRICULTURK. Germany derived the strength which enabled support the home market principally from two sonrcos--one was growth in population and the other the enhanood prosperity of German agriculture. The prudentrate-policy of the great industrial combinations andthe decrease in labour disputes also deserve mention this connection, though in a minor degres. By thus securing the amount of employment in the great industries under their care against rado shocks and ensuring work and pay for their numerous, employees in their mines, ironworks, &c., they

hole international market during 1908, but the high foreign protective duties on staple articles of export formed another important foster in preventing the expansion of Germany's export. trade. Despite the most careful adaptation to the requirementa of foreign buyers, and notwithstanding that the greatest energy was displayed in endeavouring to obtain orders, it was rarely possible to quite prices that were acceptable to foreign purchasers. Unfortunate
no mention is made in the official statistics of the extent to which foreign protective duties affected German exports, nor as to what pro portion of the decrease in the export trade of 1908 may be attributed to the economic depres sion. On the other hand, no statistical proofs are necessary to show the prejudicial influence exercised by the German protective duties on
the national
al prosperity of Germany. This is evident from theincreased coat of not necessaries of life. It is true that the protective duties were not the sole cause of the prevailing high prices of food, but without doubt they were contributory factors.
CHEQUEL
Through active and general agitation the dis- advantages connected with the naal system of cach nayments adopted by the public were made the subject of earnest representations, and the use of giro and cheque traametións was energs. tically advocated. These efforts produced s favourable resnit, especially
the after passing of & Cheque Bil, by which the legal principles of this method of pay ment by coumising sal were firmly es tablished. Gire sad cheque transactions will probably receive a further powerful stimulus through the newly institated post oheque system introduced in the beg
beginning of 1909.
In view of the great international importance of the cheque system Dr. Schwabach describes af some length the fundamental difference be tween the ressat English and German lawa regarding cheques.
