OBSCURED JUDGMENT.

The judgment of some men is obscured by the fact that Mr. Chamberlain loft Me Gladstone the question of Home Rule, and ultimately Allied himself to the then Conservative party which is to-day the Unionist and Tariff Reforms party, the party of progress not only for the Empire. But to Mr. Chamberlain the rest issue of the controversy was the stability of the Empire and the danger of its destruction by the separation of Ireland. It was not a party issue at all; it was a national crisis.
