THE AWAKENING OF CHINA.
A recent issue of Commercial Intelligence contains an article from their, Travelling Cor. respondent in the East who writes of "the astonishing industrial developments that throw the painful deficiencies of British trading methods in strong relief.

Iu nu interesting looture on this subject delivered at the Garrison Gymnasium, Doron port, on January 22nd, Major R. Brocklehurst, 2nd Somersetshire L.L, said the idea of using kites in time of war was no now one, but it had taken a long time to mature. Be believe it Was first suggested in England about 1826. In
It is very much less than three years since I 1876 some tests were made at Chatham, but the last visited Chins, and that short space of timo“ attempt to lift a man proved a failure. Some has witnessed a change in the political condi years later Major Raden-Powell, of the Scots tions of the East which has no parallel in Guards, took the subject up seriously, and after

Wise sauceeded in America, neing a team of large Hargraves Russia tried military kites the anurret in 1898. Then Cody came to the front and his system was adopted by the Admiralty in 1903, and by the War Offics about a year ago. It frequently happened that in say now undertakings Governments, with theireuer. mous resources of brains and money, failed where individuals succeeded. He did not know whether the experiments in 1876 were nadertaken by the Government, but at they were conducted at Chatham it woomed not improbable. Atauy rate they were completo failures, and nothing more appeared to have been done until Baden- Fowell took up the subject about 1890. Ani the kite itself was too big to be really useful It was Shift, high, very dificult to handle in 4 high wind, and extremely cumbersome to curry so he hit upon a plan that was so simple and so effective that it seemed strange that nobody thought of it before. Instead of one big kite he used a team of several small ones. The lecturer explained that Baden-Powell's kites were hoxagonal in shape, made of three bomboca, each 12ft. long, giving little over 150 square fort to Goch kite. He found that four, fire, or six of them would lift man, according to the strength of the wind They cost only £2 78 each and the whole concern weighed about lewt., and could be carried in a light cart. The cost of the whole outfit, including the cart, ought to be covered by 250. Balloons were costly articlos, and the gas, they knew, was vory costly. A ballon colion consisted of three, officers, to zao. 10 riding and 44 transport horses; and it had nine wagons in ita frst line transport, one for six for | balloon, two for equipment, and

whether it was NATIONAL PROVINCIAL BANK OF ENGLAND, possible to get a message across the Atlantic, he took out a team of Baden-Powell's kites, and by these menos hoisted his instruments in

As to the many ways in which kites, as they are, may be useful in war, the lecturer said they could be classed under two broad beadingssignalling and recon- naisance; and these could be sub-divided into arbitrary signals, such as the antall balloonssent up at the end of a field day, or the flag signals of the navy code signale, like the Morse aud the semaphore and wireless telegraphy; and reconnaissance by photography and persoanl observation. Of these sub-divisions there was only one which contained any elementof danger, because all the signalling and photography could be done perfectly well by a man standing on the ground. China is to-day advancing, industrially, at a rate which is truly astonishing The pose- quence is that there is a good demand for lost all classes of machinery; a demand which promises in reich very large propor tions. There are springing up all over China mills for crushing beans, flour and cotton mills, engineering and steel works, etc., etc. Itailwars, of which little is board at home, are projected and being built; mining for coal and frou is rapidly extending, and copper is attract- ing considerable attention. Mosers. Neumann and Co., of South African fame, lave at present in China a staff investigating the possibilities of copper in Szechuan and Hons, for which purpose the British Honen Syndicate, Limited,. with offices at 2, Salisbury House, London Wall, las been registered. For all these dove- lopatents large quantities of machinery and material are being imported, sad it is satisf tory to - that the bulk of this is of British origin, but it is very unvalisfactory to see that the business is done almost entirely through German houses located at Shanghai, Canton, Haukow, and Tientsin. The fact is, there is not one British merchant house in the whole of Chius in position to laudle large machinery business. Even where the British firms are
