It is to be feared that those possessions have proved to be anything but a satisfactory invest ment. It is difficult, to estimate with any accuracy the total amount of money that has been expended upoù them by the Imperial Government, but it can be stated with certainty that during the last teu pars between £13,000,000 and £14,000,000 has been spent in the form of direct subventions.

This

docs uor, of course, include many millions that have been spent indirectly in con- tributious towards the cost of administration, nor the cost of the greatly increased Beet which bas had to be maintained since Germany became a colonial Power. Neither does it include the cost of the military operations in South-West Africa, estimated by some authorities to be £12,000,000 already.

With the sole exception of Tegoland, not one of the German colonies has reneliod the position of being able to pay its way with its local revenue. In the Garnau Estimates for 1301-5 the following were the amounts provided for subilies to the colonies:-

The amount incinded for Togoland was u first instalment of the money required for the construction of a new railway. Against the total of these subsidies, amounting to nearly a million and a half sterling, the total local revenue was only £507.161.

TRIPLING AMDUNE OF TRADE, The trade of these colonies is not exactly of ench an overwhelming volume as to justify the Imperial Government in spending a million and a half a year upon their atsintenance. A PEKING INCIDENT.

It is reported that the other day a baron and a Mr. beenme interested in a disenssion in one born partoking too freely of nerated waters as of the saloons in Poking. PROSPECTS OF FAMINE IN INDIA,

A Calcutta telegram. dated January 12th, states:-The gravity of the agricultural situa. tion in Upper India is increasing. Famine is now declared offoells to exist in the Jaland district of the United Proviness, and the absence of rain is causing anxiety for Alha bail. In Telano matters seem to be going from bad to worse. The cattle are beginning to die, the children are goiting emaciated, and the numbers under famine relief have gone up to thirty-eight thousand. Crop telegrams for the past week published to-day show that prices already high have again risen in a number of districts both in the United Provinces and the Punjab, and the significant remark appeare that cattle are weak from want of proper nourishmont, in Rohtak, Gurgaon, Delhi, Marawali and parts of Amritsar. Test relief works have been opened in Muttra, Jhansi, Hamizpar and Cawnpore, and hare attracted in all a total of about nine thousand poor people.
