But in April, 1881, the Cape Government. received intimation from the Gorman Consul there that acting upon the instructions of Prince Bismarck, eartais territory at Augra Pequena, on the south-west coast of Africa, had been placed under the protection of the German Government. This unnouncement was followed by the despatch of a Germar warship to Augra Pequena, and the eyes of the rest of the European Powers were opened to the policy of Germany,

DHAIN ON GERMANY'S PURSE.
It is to be feared that those possessions have proved to be anything but a satisfactory invest ment. It is difficult, to estimate with any accuracy the total amount of money that has been expended upoù them by the Imperial Government, but it can be stated with certainty that during the last teu pars between £13,000,000 and £14,000,000 has been spent in the form of direct subventions.
This
docs uor, of course, include many millions that have been spent indirectly in con- tributious towards the cost of administration, nor the cost of the greatly increased Beet which bas had to be maintained since Germany became a colonial Power. Neither does it include the cost of the military operations in South-West Africa, estimated by some authorities to be £12,000,000 already.
With the sole exception of Tegoland, not one of the German colonies has reneliod the position of being able to pay its way with its local revenue. In the Garnau Estimates for 1301-5 the following were the amounts provided for subilies to the colonies:-
South-West Africa Togoland
£265,123

East Afric

The amount incinded for Togoland was u first instalment of the money required for the construction of a new railway. Against the total of these subsidies, amounting to nearly a million and a half sterling, the total local revenue was only £507.161.
TRIPLING AMDUNE OF TRADE, The trade of these colonies is not exactly of ench an overwhelming volume as to justify the Imperial Government in spending a million and a half a year upon their atsintenance. The following table shows how the £5.009,000, which represents the total imports to and exports from these colonies, is maile up --

A PEKING INCIDENT.
It is reported that the other day a baron and a Mr. beenme interested in a disenssion in one born partoking too freely of nerated waters as of the saloons in Poking. Mr. hal, it is said, he was very unsteady. The argument warmed ap. nutil it reached the challenge stage, nud boxing to a final was proposed. Owing to the goutbeman's physical condition, however, the baron proposed the postponent of the counter until the next morning, and the time and place were there and then Grod. Early next morning the combatants art their seconda took their positions, and it has been said a duel was to have been fought, but the gentleman had forgotten to bring pistols. He, therefore, satisfied the bonour of his oppuent by entering the ring. Whether he preferred to take
thrashing by a baren, and to live to tell the tale to his grandchildren, is known only to himself and his second. Whon time was called it was found the gentleman had passed through the mitt, and although very considerably bruised las every prospect of living to tell his descend- ants of the incident.-Pekiny Times.
PROSPECTS OF FAMINE IN INDIA,
A Calcutta telegram. dated January 12th, states:-The gravity of the agricultural situa. tion in Upper India is increasing. Famine is now declared offoells to exist in the Jaland district of the United Proviness, and the absence of rain is causing anxiety for Alha bail. In Telano matters seem to be going from bad to worse. The cattle are beginning to die, the children are goiting emaciated, and the numbers under famine relief have gone up to thirty-eight thousand. Crop telegrams for the past week published to-day show that prices already high have again risen in a number of districts both in the United Provinces and the Punjab, and the significant remark appeare that cattle are weak from want of proper nourishmont, in Rohtak, Gurgaon, Delhi, Marawali and parts of Amritsar. Test relief works have been opened in Muttra, Jhansi, Hamizpar and Cawnpore, and hare attracted in all a total of about nine thousand poor people. Returns for the past week for Eajputana ure not yet published,
