Mr. Takuna then proceeds to review the difference between the number of births and deaths. The excess of births over deaths in Japan during the ten years ended 1900 was 36,000 a year on an average, or 85 psr 1,000 of the population. Switzerland (0.3) and Belgium (9.8) come near to Japan's rate, while England, Germany, Austria, and Russia far exered that of Japaz, as will be shown. Even io Seol-ad and Demark, where the rate of increase of population is nearly the same as Japan, the excess of births over deaths is aljove that of this country. The comparative small. ness of the actual increase of population compared with the excess of births in these countries is beesuse they loss a large number of the pop- lation through smigration abroad.
