On his return he applied to the owner for his psy. tois was refused until they could but communicate with the now captain of the vessel which was then on a voyage to Sydney, Thereupon the captain issuel a writ en bis owners who made an-interlocutory application the case before Mr. Justics Bargrave Dane that should be remitted to an Arbitrator of Mor- chants. Mr. Jumica Bargrava Desno refused their application, ordered it tobe treated as the trial of the action, and gave judgment for the captain for the full amount clained with costa. The owners again applied to the julge to review his decision, which he refused to do, and dismissed their second application. The Merchant Shipping Act provides that

Yolu in the north. Railway construction shows remarkable extension. With the exception of one bridge at Aaju, there is now complete railway communication from Fasan to the Yalu. The Sepul-Fasan Railway, with its 270 miles of solid permanent way, is already paying working expenses, though it is not yet formally open. All the railways are of standard gauge.
