I don't think this genrous offer met with much success. Mr. A. W. Jackson, solicitor to Messrs. Kolsall Brothers and Beeching, also confirmed the story to one of our representatives yesterday. The three men,

A Hall correspondent says:" It is well knewn amongst those connected with the Russian outrage that not only have witnesses been bribed and tampered with, but several spies have boon in Hall picking op information. Another strange story reaches Hall to-day. This month two men, posing, as Englishmen and able-bodied seamen, took dginge in an stablishment in the port. In the day time they dressed as seamen and in the ovaning as men who wero' in a good position. From the first the manager of the house viewed them with the strongest suspicion. Their consant receipt of telegrams and letters made it clear that they were not what they represented themselves to be. They were often engaged writing letters, and they spoke of the attack in the North Sea as being perfectly justified. because, they said, it was burkum to deny that there were no Japanese torpedo-boats amongst the trasfing floot. Both men paid flying visits to Loudon, often arriving back in Hail again the same day. They paid the bills yesterday, and have prostrably left the town.'

MERCHANT SERVICE GUILD INTERVENES IN LOCAL CASE.
The Merchant Serties Guild have lately bean in communication with the Secretary of State for the Colonies on the subject of prosecutions in the Marine Court at Hongkong, the Harbour Master, the Hon. L. A. W. Barnes Lawrence, B.N., acting as the Magistrate of the Court. The case to which the uill particularly allad. od was that of the prosecution of a Shipmaster for alleged obstraction on the high seas and
wilful disregard of the Rules of the Road. The facts, as stated in the judgment of the Harbour Master, were that the Master of the steamer temporarily left the vicinity of the wheel and left the direction of affairs in the hands of the Pilot. Owing to the latter's alteration of the osures a collision with another vessel ansted, The Harbour Master stated that he did not know bow for the Pilot took charge in the coastal russ, but in no-wise the Master absolved from responsibility in the avant of an accident, and he was fined 100 dollars, or in default, 14 days' imprisonment.
The Guild in taking serions exception to this judgment said that an undoubted fajustice had besh committed, and that the decision of the Harbour Master was bad, not only morally, but from a lawful standpoint. They said that a Master could not always be in the vicinity of the wheel, and, in his absence, it was perfectly proper and Batmanlike to leave the supervision of the steering to the Pilot. Reference wES made to certain judgments in the High Court of Justice in this country, where it had been distinctly laid down that the Pilot and not the Mastor, was responsible. Further, the Gaild desired to know under what Statutes & Court such as that at Hongkong was constituted, as they were not aware of others of the kind elsewhere. It was pointed out to the Secretary of State that previous to the retirement of the late Harbour Masterat Hongkong, they strong ly arged that such a post would be most suitably lod by a gentleman of lengthy experience in the Merchant Service. It was urged that Mer- ohant Captains and Officers charged with offaunee in connection with the

Douglass are somewhat firmer with buyers at $34 Sholls Transports have declined to 22/ locally, the Liondou ruto ast wired is 20/6.

DOCES, WHARVES, AND GODOWNS-The announcement of a reduction in the dividend of Hongkong and Whampos Docks to $7 for the balf rear euding 31st December as against $8 paid for, the previous six months, at once weakened this stook, and the rate rapidly fell to $t, at which sellers continua to rule the market. Hongkong. and Kowloon Wharves coutinga steady at 8104)(old) and $102 (new), the litter with probable buyers. Now Amoy Docks continue weak at 827. Farnhams have improved to Tis. 1524 with local buyers.
LANDS, HOTELS, AND BUILDINGS.-Hong- kong Lands bare been piced at 8144 and more shares are procurable Kowloon Lands and West Points ar still in the market at last quotations.
