HONGKONG JOTTINGS.
The latest balance sheet of the Hongkong and Shanghai Bank must be a record one, Lucky are they who bought shares at the issue price of $125, and have held on to them. The quotation now stands at 8705. After adding a million to the reserve fund instead of the usual half a million (making that fund to stand at $18,00,000 while the paid-up capital in only $11,000,04), and writing off property account $200,000, the Directora az able to recommend s substantially increased distribution to the shareholders, and to carry forward no less than a million and a half. C'est magnifique !
Naturally while exchange stands high s good deal of complaint is heard about the mainten- ance of charges which were fixeil when the exchange value of the dollar fell to ls, d, and eyen lower. If there were any stability about the exclinugo rate of the dollar, the yearning for a reduction of prices to something like the old rates would demand immediate attention, but until we got tixity of exchange I fear wa can hope for very little in the way of a cheapen. ing of prices. As the dollar has fulloni in value. not only as rent and the cost of living increased, but it must not be forgotten that

Dons have incrensel in something like the samo proportion-perhaps not quite to the sine ortout as his profits, but still to an extent which will not admit of a raversion to former prices in the market list. Before we can hope for much in that way, landlords must be induced to rudues rents to the old figure, and men'nust be found to work for the old wages. And as agreements for terms of years preciado hope of immediate change in that direction, evon a deci sion to adopt a gold standard of currency could not immediately produce any substantial lower- ing of the cost of living. The only change we are likely to us in rents is in the direction of increase,
Following so closely as it does upon the triple orenution in this Colony the senteres of fair years imprisonment by the Russian tribunal at Shanghal for murder presents a striking contrast in ideas as to the punishment which fits the crime. By the way, it is worth remark- ing with reference to the triplo execution in this Colony that though there was some talk of a petition for a reprieve, there seemed to be a remarkable anguimity of opinion as to the justies of the sentence and the wisdom of carry- ing it into effect. Happily, it is rare indeed that a white man stands at the bar of the Supreme Court in this Colony arraigned on a murder charge. It is more than twenty years since white mon slood on the scaffold in Victoria Gaol, but many Chinese lave been hanged in the interval, and the memorable erent in the!

Thore ware good old times in China many! centories ago when the exemplary punishmenta consisted werely in a change in dress, the criminals having to dress in a certain way senording to their offences. The step backwards to this from a four years' sentence for murder and deprivation of civil rights does not seem a great stride. In the days whon China had these exemplary punishments, a Sage tells us nobody committed an offence." The world, however, has changed since then. People in these days were simple and honest"--now, according to the same authority, they are "deceitful and over-active," and that being the case I am afraid that if we rovert to the old sxemplary. punishments of China, the ; cupation of the fashion-makers in dress would like Othello bo last. Most people would wear the uniform!
I am reminded by the preceding notes of a complaint which has reached me from the vicinity of the Guol. It appears that the regulation hour for tin-dish washing in the gnol is about 3 am, after which hour sleep in the surrounding dwelling-houses becoines well. nigh impossible. Some years ago there was similar complaint, but a petition to the authori. ties brought the suffering residents peace at nights. Now the annoyance has been revived. und I am asked to pablicly mention the matter in the hop that the " tintinabalatico" may be deferred to an hour when the world and his wife ure awake and can bear the noise without sore vexation of spirit.
How the acquisition of the Tujong Pagar docks at Singapore by the Government is likely to feat. Hongkong is a question which is not readily answered unt faller information is available of the intentions of the Governancert. It is doubtless one outcome of the conferences which huyo in recent years been held at Singapore by the Admirals of the Chino, Australia and Eust Indies squadrous. Just before his retirement from the Governor ship of Singapore, Sir Frank Swettenbus remarked in a public speech: "You have in Singapore the making of a great naval base which we believe is already almost improg-
uable." Whether the Government intends to create this great naval base we shall soon kuow; but whether they do or whether they don't Hongkong is certain to remain the chief baso for docking and refitting, and the private ship- building establishments, of Hongkong may kopa. to derive some advantage for some years to come from the expropriation of the Tajong Pagar Docks.

With respect to the proposal to confine games
to China ponies, the HON, SECRETARY remark. od that if the ground was at present too small
the fact that they would not be allowed to extend it was all the more reason why they should confine their games to small mounts China ponies.

the closing of the ground in June next all tourna ment matches to played on China ponies; that the present other mounts (welers and country breds) now in use be allowed in ordinary games and friendly matches.
Mr. JOHNSTONE zocoaded, and the motion was carried unanimously.
