Baron Suyematsu, in the course of a letter addressed to Lord Newton, which is published in the forthcoming issue of the National Service Journal, gives his views on the salient points of the universal service system in Japan. Baron Suyematan states that Japan has found that system superior to her old system, wherein fighting men formed a distinct class, and made military duties a sort of profession in their families. The old system was not equal to the demands of modern military organization. Ten guiness per cent, have been paid on insurances covering the risk of war between England and inssia within 30 days. This rate of ten guineas per cent, seems more nearly to represent the views of the speculative market
