Thus, whilst the Russians spent, for the same purposes, far money than the English ongineers on the Imperial Chinese lines, the former aro hated, whilst the latter, owing largely to their more to their careful attention to the direct disbursement of funds, are greatly respected. The Chinese language, according to Stents valuable vocabulary and that great work, Giles's Dictionary, is, written in Romanized letters, only 408 words, with many to the non-native other modulatious of the voice. It is therefore, ear almost imperceptible temes, breathings, and simply impossible to write anything but com mon, everyday matters, of which the meaning can be understood from the context, in any other form than that of the Chinese ideographs, of which many thousands are in common use, each with a definite meaning. Thus, all official documents in the diplomatic departments in Peking are most carefully writion in Chinese ideographs, and the British Consular service owes much of its power to the fact that all of its members are Chinose scholars

To write Chinese with Roman letters is bad enough, but with the Slavonic it is confusion itself. One porson will write a name one way, and another, with a slightly different ear, will write the same word with other letters; and unless one's tongue is already accustomed to pronouncing Chinese, no other parson will reproduce then so as to he really understood by any native, nuless, perhaps, his own servant. The Russians, therefore, hare held' o tonaciously to their evil genius, the low class native interpreter, as to the lesser of two ovila. Never quite certain of the names of localities, rivers, &e.. unless very well known, they have or even as to the descriptions of places, kills, been constantly in difficulties. Add to, these that, with rare exceptions, the natives wonk enjoy deliberately misleading the Russians while their regular interpreters would not hesitate to play thêm false, and it is easy to san ut what disadvantage they have been placed. The astute native rillerer, under the guise of dens stupidity, will must cleverly find out the intentions of the "Maotza" or "hairy_rebel;" as the Russian is termed, especially by his own native employ's, and most willingly and the knowlelgo on to the Japanese. -
Again, the ordinary Russian soldier, having but a very poor education, cannot compare for intelligence work with the Japanese private, school and learnt to read and write the Chinese who has in most cases been to an up-to-date characters, and can thus find out definitely and correctly every item of information he may require. He, as the natives would not purposely mislead him, is in no doubt as to the exact distances or the names of the smallest places.
