The French cannot help their hearts being troubled of late apparently. All the debates in the world will not lassen the fact that France is on the decline, and that the evil continues to laugh at remedy as much as love dons at lork smiths. The ugly fact is patout to all; there are fewer marriages and fewer births than ever, while to make the picture atill darker. the births are in a large proportion those of flagitimate children. Oh! for the time-a little more than a century ago-arhem Franco was the most populous nation in Europe! All inds of cases oxist for this serious state of affairs. Some attribute it to a general weaken- ug of the French race. How can that be, when they are precisely the oldest Provinces, such as Normandy and Brittany, that continue to show an increase in the dwindling birth rate?

The objection to large families in France, which daily booming stronger, arises chiefly ont of a feeling of responsibility as to the duty of parents to provide permanently for their chil- aren. REPORT OF AN EXPERT. The representative of Messrs. BRATBY and HINCHLIFFE, LIMITED, Aerated Water Engineers and Chemists, Manchester, visited our factory recently in the dearts of a tour amongst Eastern Aerated Water Makers, and was greatly surprised at the compactness of our factory and also the methodical way in which everything pertaining to the making of Aerated Waters wes carried out. He also expressed himself strongly on the absolute cleanliness of our whole establishment, which he assured as was qual to any he had yet visited and superior to a great many. He also reported that the quality of our goods was of a first-class store, And they showed that scrupulons caro was exercised in the course of their manufacturo.

During foggy or thick weather a 10-et fog bell will bo struck 3 double blows in each minute, the interval between the blows of each pair. being 5 seconds, and between two snowessive pairs of blowa 15 seconds.

If the Lightship be driven from her proper -station, the usual light will not be shown, int a fired red light will be exhibited at such end of the vessel during the night and a red flig hoisted by day.

From the let of September, until this change in made the fogsignal on the present Kistoan Lightvessel will consist of a Gong sounded -7ery 15 seconds.

SUBMARINES.

Very interesting and conclusive experiments are being carried on by the French Admiralty with the view of testing the comparative merits of submersible versus submarine craft. Up to the present we have had no reliable resit. Orders have recordingly bean given for the Lobanf submersible_ Aigrette at Toulon, and Mangos Submarine Z, at Rochefort, to proceed at once to Cherbourg, where competitions are to take place on arrival. Expert opinion may be said to ho divided actually. Admiral Gervais, now retired, thought that on the whole the sabmersible was the more useful typo of the two bonts; the Minister of Murine, M. Pelletan, is of a contrary opinion. Every fleet in the world will be anxious to know the result of so practical and useful a test.
