Sir Stamford Raffles, Governor of Java, hud an interview with Napoleon on St. Helena, ană on May 20, 1818, he wrote a private letter about it to his friend Sholto V. Hare. The latter, recently sold at Sotheby's, has now for the fret time been published. Here is an extract:

Believe me, Hare, this man is a muster, who has none of those feelings of the heart which constitute the real man. I was favourably I compassionated his situation, but from the moment. I came into his presence these feelings subsided, and they gave place to those of horror, disgust, and alarm. I saw in him a man determined and vindictive, without che sperk of soul, but possessing a capacity and talent calculated to enslave mankind. I saw in him that all this capacity, all this talent. was devoted to himself and his own supremacy, I saw that he looked down upon all mankind us his inferiors, and that he possessed not the smallest partick of philosophy. I looked upon him as a wild animal caught, but not tamed. He is, in short, all head and no heart

ปี-

man

who may by his ability com mand respect, but by his conduct can ensure the affection of suyone. I am still more deeply impressed than ever with the highest opinion of his abilities. It seems as if the despotism of Europe, all the ability of other countries, were concentrated in him. He is the head of the great monster despotism, but has no anecoction with the heurt. Tis folly to talk of this man's rising by taking fortone just in the nick of time. Fortune may in some degree have favoured his plans, int it is he who conceives them, and can show equal ability whether fortune favour or not. There is nothing dignified either in his appearance or his conduct. His appearanco I have accurately described, and during the seven mouths that he has been on St. Helena there is not a single anecdote related that on induce us to believe that feelings of magnanimity, philosophy, or benevolence ever could enter into his heart. The alarm I felt was lest he should escape.

THE JEWS IN JAPAN.

The war in the Far East between Russia and Japan has drawn the attention of the Jewish publie to their brethren residing in the domir- ions of the Mikada. In the Jewish Chronicle of the 1st June. 1900, there is a short account of the foundation of a synagogue in Kole, but although the writer of the report was in hopes that the scheme would be carried out it has nevertheless fallen through owing to want of fands. Moreover, the Jews of Kobe hardly number a dozen.

Hitherto, very

Ettle was known about a Jewish solony at Nagasaki, and at the present crisis sone particulars about the colony will, I hope, prers uot uninteresting to your readers.

You have read that remarkable cry of deamir which has appeared in which the Prime Minister discloses his views of the situation, and ends by saying pathetically that they do not hold office for their own confort or their own satisfaction. The Government certainly does not hold office for the comfort or the satisfaction of the Honse of Commons, because, ns that manifesto say, the supporters of this Government cannot be induced to come to its accour in the voting lobby.
